OF THE AMES CITY COUNCIL
AMES, IOWA FEBRUARY 9, 2000
The Ames City Council met in special session at 5:15 p.m. on Wednesday, February 9, 2000, in the
Council Chambers of the City Hall, 515 Clark Avenue, pursuant to law with Mayor Ted Tedesco
presiding and the following Council members present: Campbell, Goodhue, Hoffman, Quirmbach,
and Wirth. Council Member Cross was absent.
FY 2000-01 BUDGET PROPOSALS: The Council heard and discussed highlights of the
Community Enrichment Program, which included Recreational Opportunities and Parks; the
Public Safety Program, which included Law Enforcement and Fire Safety Activities; and the
Utilities Program, which included Electric Utility, Water Production, and Wastewater Treatment.
The Animal Control division budget was included under Law Enforcement. The budgets for
Building Inspections and Sanitation divisions were included under Fire Safety Activities.
When discussing the Recreational Opportunities and Parks’ budget, Council Member Hoffman
passed on a concern which had been told to her about branches being broken off of trees on the
Disk Golf course. Parks and Recreation Director Nancy Carroll stated that she will have her staff
check on this. Council Member Hoffman requested that more attractive signs be installed
recognizing the volunteers who design, plant, and care for the flower gardens in various parks.
Discussion ensued on the fees charged for residents versus non-residents to participate in the
City’s various recreational opportunities. Ms. Carroll stated that a statistical report delineating
the number of residents and non-residents participating in the Parks’ programs will be provided
to the Council.
Regarding the Public Safety Program, Police Chief Ballantine informed the Council that, due to
a shortage of officers, some special service programs (such as the Community Resource Officer
and the Hotel/Motel Program) will need to be placed on hold.
Pertaining to the Water Administration program, Assistant City Manager Bob Kindred told the
Council that he was informed today that the City of Boone has decided not to participate in the
emergency water supply connection between Ames and Boone. Initially, $150,000 had been
budgeted to fund Ames’ share to oversize this pipeline.

The Ames City Council met in special session at 5:15 p.m. on Thursday, February 10, 2000, in the
Council Chambers of the City Hall, 515 Clark Avenue, pursuant to law with Mayor Ted Tedesco
presiding and the following Council members present: Campbell, Goodhue, Hoffman, and
Quirmbach. Council Member Wirth arrived at 5:25 p.m. Council Member Cross was absent.
FY 2000-01 BUDGET PROPOSALS: The Council heard reports on and discussed the proposed
budgets for the Community Enrichment Program, which included Library Operations; General
Government and Internal Services, which included the City Attorney; the Transportation
Program, which included the Street System, Parking Operation, and the Airport; and the Public
Safety Program, which included Traffic Control. They also discussed the proposed budgets for
the Utilities Program, which included Resource Recovery, Water Distribution Maintenance,
Storm Sewer Maintenance, and Sanitary Sewer Maintenance. Lastly, the budgets for Public
Works Administration and Engineering, Public Buildings, and the Cemetery were reviewed.
Council Member Hoffman recommended that an article be included in the City’s utility fliers
making the public aware that there is a newpaper written in Spanish available at the Ames Public
Library.
City Attorney John Klaus informed the Council that his office does not bill the City
Assessor’s Office for their services (6% of the Attorney’s time).
Council Member Hoffman asked that the Council be informed of the cost of staff time and
hardware to make documents available on the Internet.
Council Member Quirmbach suggested that the Public Works Department investigate extending
the leaf pick-up program to include Saturday pick up. Council Member Wirth recommended that
a Request for Proposal be distributed to see if there is any interest by private agencies to take
over this program.
Council Member Wirth informed Public Works that the pedestrian push button on the stoplight
at Sixth and Duff is not operational.
Council Member Hoffman requested that asphalt be installed on the Ontario Cemetery road
as gravel washes onto the bike path when it rains.
Mayor Tedesco stated that citizens have reported to him that the fence needs to be painted on
the west side of the Municipal Cemetery.
COMMENTS: Concerning a special meeting being needed to discuss the Flood Plain Boundary
Designation Study, the Council members present indicated that they would be available to
meet on April 4 at 7:00 p.m.
