P RES ENTATION ON VETERANS MEMORIAL BY PATRIOTIC CO U N C IL: Brian Anderson, C o-C hair of the V eterans M em orial C om m ittee, ex plained that the C om m ittee feels it is tim e that A m es had a pro m inen t pu blic V eterans M em orial in a visible location . M r. A nd erson d e scribed the w ork that had already been do ne by the C om m ittee and said that the C ham ber o f Com m erce, tw o Kiw anis clubs, several m ilitary and service organizations, Public A rt Com m ission , N oon Rotary, M ain Street D istrict, and the A m es Foundation have already expressed their support for the proposed M em orial. The V eterans M em orial Com m ittee is requesting prelim inary approval of tw o prospective locations for the M em orial: (1) an area at the northw est corner of F ifth and Clark on the City H all block and (2) an area directly across the street from City H all in the east parking lot. The Com m ittee has chosen tw o locations so as to give the artist flexibility for the final plan; ho w ever, on ly one land parcel w ill actually be used. M r. A nd erson said that the selection process w ill include consultation w ith City staff regar ding design and m aintenance. H e said that after the site selection process has been com pleted, the Com m ittee w ill m ake their final request for appro val to th e A m es P ub lic A rts C o m m ission and ultim ately to the City C ou ncil. PA R KING A N D SPEEDI N G C ON C ER N S ON GR EELEY STR EET: A letter had been received from Leonard Goldm an expressing concerns regarding parking and speeding in the neighborhood aro un d G reeley Street. Len Goldm an, 2030 G reeley Street, A m es, w as present and urged the City Council to take action to m ake the G re eley neigh bo rh oo d a safe an d m ore-p leasan t place to liv e. H e stated that the S o uth 4 C am p us A rea N eighb orho od (S CA N ) organ ization h as been fo rm ed an d w ill b e ad dressing C ity C ouncil on issues relative to the G reeley neighborhood. M r. G oldm an said that property ow ners in this area do not blam e the studen ts for w hat is happen ing in their neighb orh oo d. H e described problem s that he and his neighbors have asked be resolved. They ask for incr eased enforcem ent of parking regulations, traffic controls, and rigorous interdiction of speeding vehicles; curbs on b oth sides of G reeley Street to be pain ted yellow and park ing elim inated fo r a greater d istan ce to allow for better sight lines w hen entering and exiting the Street; and the speed lim it low ered from 25 to possibly 15 m iles-per-h ou r. M r. G oldm an said that he w ou ld like to see six park ing spaces, or as m any as possible, o n each side of the Str eet be elim inated. H e acknowledged the recent inc rease d speed ing enforcem ent an d p arking en for cem en t by the P olice D epartm en t; he ho pes it con tinu es. M r. G o ld m a n s a id the residents of this neighborh oo d w ou ld like to see greater fines allowed to be assessed for p arking tick ets. Mayor T edesco adv ised th at this fine is set by th e Iowa Legislature, and the C ity curren tly charges the m ax im um fine au tho rized by law . Robert H arvey, 2002 Cessna, A m es, indicated that these problem s are not just o ccurring in the G reeley Street area. H e advised that there w ere cars par ked illegally throughout his neighborhood during a recent ISU football gam e. A fter calling the Police D epartm ent, tickets w er e issued; h ow ev er, M r. H arv ey w as in for m ed by the P olice D isp atch er that the fine w ou ld o nly be $5/tick et. H e do es no t feel th at the fine is p un itiv e; it do es no t dissuade anyon e fro m parking illegally. M r. G o ldm an also req uested that the City elim ina te th eir P re-P ay P arking Tick et po licy. C ity A ttorney John Klaus explained this policy, w hich was instituted by the Legal D epartm ent at the request of citiz ens a few years ago. P olice C hief Jaeger ind icated that if residents requ est that the sp eed lim it b e low ered to 15 m iles- per-h ou r in their neighb orh oo d, it w ill trigger m any m ore sim ilar requests. Chief Jaeger expressed app reciation to the Iow a S tate U n iv ers ity D ep artm en t of P u blic S afety (IS U D P S ) fo r th eir assistance during the past w eekend w hen the A m es Po lice D epartm ent received over 300 calls-for- assistance; this assistance m ade it possible for calls for parking and sp eeding enforcem ent to be answ ered. P ub lic W ork s D irector P aul W iegand ex plained the process follow ed by the City to establish sp eed lim its and ho w the C ity determ ines w hat curbs sho uld be painted yellow . Joh n Klaus adv ised that the State Legislature sets the speed lim it in residential neighborhoods at 25 m iles-p er-hour; h ow ev er, there is a prov ision in the law that allow s cities to set a low er speed lim it if ap prop riate engineering or traffic studies are perform ed. He also explained that the “D enver Boot” for tow ing d ue to park in g violatio ns h as n ot been used in situ atio ns where th e v io lato r is kn own; it ha s no t been used as a pu nitive m easure for repeat offenders. M oved by Q uirm bach, seconded by G oodh ue, to direct the C ity A ttorney to investigate the City’s legal ab ility to en gage in tow ing for clearin g an ob struction and /or for rep eat violato rs and to 5 ascertain if the use of the “D enver Boo t” m ay be used for rep eat offend ers. H arvey explained a traffic-calm ing rem edy that has been used in his daughter’s neighborhood in M inneapolis: T w o-w ay or four-w ay stops have been installed approxim ately every tw o blocks thr ou gho ut th e n eighb orho od . H e said this prev en ts m o torists from acceleratin g to h igh sp eed s in betw een stop signs. It w as noted that there is a G reeley N eighborhood m eeting scheduled for S eptem ber 19 . M ayorth T edesco suggested that perhaps the results of this m eeting should be know n before the C o u n cil takes any action. C O M M ER C IA L LA N D IN V EN TORY ST U D Y : Joe Pietruszynski, Planner, gave the history behind this issu e, w h ich w as initiated b y a letter su bm itted b y H u nzike r & A sso ciates requ estin g staff to do an in v en to ry of the available com m ercial ground in the City. M r. Pietrusz ynsk i addressed suggestio n s m a d e by the C ham ber o f C om m erce specific to Land U se P olicy P lan issues. Im plem entatio n issues specifically pertaining to annex ation w ere also addressed by M r. P ietrusz ynsk i. M r. Pietruszynski also review ed traffic and transportation suggestions m ade by the Cham ber of C om m erce. H e advised that their recom m endation to ex tend G rand A ven ue to Sou th 1 6th S treet is in the Transportation M aster Plan, but it is six to ten year s in the future. Their recom m endation to extend Elw ood D rive to 1 3th Street is also contained in the Transportation M aster Plan, to b e im p lem ented in the nex t ten to tw enty years. M r. Pietruszynski pointed out that there also are p ro jects plan ned or un derw ay to alleviate traffic issu es d ealing w ith the tim ing of the traffic ligh ts on G rand A ven ue. C ou ncil M e m b er C ross asked w hat the nex t step w ou ld be in this process. M r. Schainker explained that the C ou ncil had requested the Cham ber to respond to the Com m ercial Land Inventory, and after that respo nse w as received, the Council directed staff to analyze the C ham ber’s recom m endation s. If further action is d esired, M r. Schainker advised the C ou ncil that 6 they w ou ld need to d ir ect staff to review the Land U se P o licy P lan (LU P P ) at a futu r e m eetin g. It w as concurred that a review of the LU P P and the specific staff recom m end ation s sho uld be placed on an upcom ing agend a.
