HomeMy WebLinkAbout~Master - Joint Meeting of the Ames City Council and the Executive Cabinet of the Government of the Student Body 02/13/2003MINUTES OF THE SPECIAL MEETING OF THE AMES CITY COUNCIL AND THE EXECUTIVE CABINET OF THE GOVERNMENT OF THE STUDENT BODY AND SPECIAL MEETING OF THE AMES CITY COUNCIL AMES, IOWA FEBRUARY 13, 2003 JOINT MEETING OF THE AMES CITY COUNCIL AND THE EXECUTIVE CABINET OF THE GOVERNMENT OF THE STUDENT BODY The Ames City Council met in special session at 7:00 p.m. on Thursday, February 13, 2003, in Room 244/246 of the Memorial Union, Iowa State University, pursuant to law with Mayor Tedesco presiding and the following Council members present: Cross, Hoffman, Mahayni, Vegge, and Wirth. Council Member Goodhue arrived at 7:30 p.m. Present from the Executive Cabinet of the Government of the Student Body (GSB) were Michael Banasiak, T. J. Schneider, Joe Darr, Ben Albright, Kari Hoefer, Elizabeth Vartabedian, Shawn Faurote, Andrew Walling, Steve Skutnik, Sam Umbach, Casey Harvey, Tony Luken, Josh Deupree, Swapnil Eaga, and David Leege. Introductions were made. Mayor Tedesco announced that this meeting was basically being held to acquaint each entity with the other. General discussion ensued about the “over-occupancy” ordinance, student liaison to the City Council, and the pending ordinance to prohibit serving unlimited quantities of alcoholic beverages. Council Member Goodhue left the meeting at 8:35 p.m. ADJOURNMENT: 8:40 p.m. SPECIAL MEETING OF THE AMES CITY COUNCIL The Ames City Council met in special session following the joint meeting with the Executive Cabinet of the Government of the Student Body. The Mayor called the meeting to order at 8:45 p.m. with the following Council members present: Cross, Hoffman, Mahayni, Vegge, and Wirth. Council Member Goodhue was absent. Mayor Tedesco discussed the Code requirement regarding notice of public hearing for the 2003/04 budget. Assistant City Manager Bob Kindred reviewed the proposed 2003/04 Tax Levy as it stood following the February 11, 2003, budget wrap-up session. Moved by Cross, seconded by Wirth, to keep the property tax levy as established at the February 11, 2003, budget meeting ($9.62802/$1,000 taxable valuation). Vote on Motion: 5-0. Motion declared carried unanimously. Moved by Mahayni, seconded by Vegge, to appropriate $24,000 from the Local Option Tax Fund in 2003/04 to provide a fare-free CyRide program for those in grades Kindergarten thru 12th. Discussion ensued over this prospective program. The Mayor clarified that he had made the suggestion in an attempt to make the community more youth-friendly. In summary, Council members expressed a need for more information before deciding on this issue and a preference that it, if pursued, benefit low-income young persons. Director of Transit Bob Bourne said that it is difficult to survey youthful passengers’ income levels; however, if fares are subsidized only for low- income persons, it may actually backfire and cost more (through the wider distribution of purchased passes). He also said that it would be difficult to go back to charging a fare once the fare-free program had been established. Mr. Bourne advised that he could attempt to collect income data this year if the City Council so desired. Vote on Motion: 1-4. Voting aye: Mahayni. Voting nay: Cross, Hoffman, Vegge, Wirth. Motion failed.
