TUR BI NES:. To m Barton, Dire ctor of Am e s Laboratory, explaine d a proposal to ins tall tw o large
turb ines to prod uce electricity to feed into the A m es grid o n d em and . M r. B arton exp lained that
the “Iowa So lution” to sus tainable energy is for hydrogen from wind pow e r to be stored for
dispatchable pow er. H e adv ised that ano ther p lus w ou ld b e that A m es w ou ld b ecom e a sho w case
for creating clean energy . Th e exact location for the turbines has no t been determ ined ; ho w ever,
the sites mo st app rop riate at this tim e appear to b e on IS U farms.
I f this plan is approved, M r. Barton explained that the City of A mes w ill be as ked to o btain the
n ece s sary p e rm its an d im plem en t th e loc al po w er g rid co nn ectio n s, IS U w ill be req u ested to
pro vide the land, and A m es L abo ratory w ill perform the scientific grant-w riting and ov ersee
the research and de velopment. If approved, the next step would b e for re pre se ntatives of the
th re e en tities to re qu est su p p ort fr o m ou r C on g re ssio n al D e leg a tio n fo r fe d e ra l fu n d in g .
M r. Bar ton a dvised that Am e s La boratory is asking the City Coun cil to endorse this pla n and
au tho rize p articipa tio n by C ity en g ine ers in the p lan n ing m eetin g s; n o fun d ing from the C ity is
be ing r equested.

M ayo r T edesco advised that m any peo ple are at this meeting ton igh t b eca u se a flyer w as
distributed to reside nts by three individuals. He emphasiz ed tha t the flye r did not come from
the City of Am es. The M ayor stated that the properties of the people rec eiving tha t flye r are no t
part of this Prog ram at this po int. H e exp lained tha t a m atrix w as used to d etermine the areas
w here con nection s should b e mad e.
P ub lic W ork s D irector P aul W iegan d explained that one o f the d eficiencies of A m es’
transporta tion syste m identif ied in t he Transportation M a ster Plan is the lack o f continuous
ped estrian transpo rtation facilities alon g bo th m ajor and mino r rou tes thro ug ho ut A m es. A go al
w as to eliminate gaps in the side w alk system, es pecially adjacent to heavily tr aveled stree ts and
in the ar eas of schools, to improve safety and encourage mor e people to w a lk. A fter adoption
of the Tr ansporta tion M as ter Plan, the Pe destr ian W alkway Pr ogram w as cre ated as par t of the
Capita l Improvements Pl an. M r. W ie gand sa id that City Council directed staff to develop a
S idew alk E valuation M atrix to prioritize the segm ents of sidew alks; the M atrix w as appro ved
by C ou ncil on Jun e 11, 20 02 . Th e criteria elem ents and evaluation po ints o f th e M atrix w ere
explained b y M r. W iega nd.
M r. W ieg an d ex plaine d th e p ro ces s fo llo w ed b y staff to iden tify the lo catio n s to be initially
add ressed. H e p o inted ou t that not all 20 0 seg m ents w ere evaluated d ue to the street
clas sific ation priority, e.g., arterial str eets, collector routes , local stree ts , and the limitations on
the C ity b ud get for tho se prop erties w here the C ity h as to up fron t the cost for the sp ecial
assess m en ts.
A ccording to M r. W iegan d, staff has been w ork ing w ith pro perty ow ners to ad dress the g rade,
align m ent, and planting s prob lem s. H e said that it is the C ity’s intentio n to b e as flexible as
possible so as to have the sidew a lk constructed a nd not impac t the existing elements within the
righ t-of-w ay, if at all po ssible.
Council M ember W irth advis ed that she had rece ived a letter fr om the owner s of 15 28 G rand
A venue expre ssing problems w ith gra de and the need to b uild a reta ining w all. M r. W iegand
stated that the prop erty o w ner w ou ld b e respo nsible for constructing the retaining w all; ho w ever,
staff would attempt to modif y the grade so that a re taining w all would n ot be necess ary.

criteria to the citizens o f the su b ject 2 0 0 streets. H e feels th at there are a n u m b er o f ind ivid u als
presen t ton igh t w ho w ill never be affected by the prop osed Pro gram because their street do es
n o t score h igh en o u gh . M r. W ieg an d ad v ised that w hen it w as d eterm ine d w hich streets w ou ld
be affected u nd er the C apital Im pro vem ents Plan, info rmation w ou ld b e sent to the residen ts.
T ho se residen ts w o u ld then hav e an op po rtun ity to participate in the hearing s for the C apital
I mpr ovements Plan. To communica te to all res idents whos e properties ar e locate d o n one of the
streets identified as having a missing segm ent of sidew alk w oul d require reallocating staff
resources. M r. C ross also asked ho w it is determ ined w ho p ays fo r the sidew alk if it h as been
d ecid ed to co n stru ct side w alk o n o ne sid e, b u t no t th e o the r. M r. W ieg an d ex p laine d that it is
possible for the City to es tablis h a benef itte d district a nd have proper ty owners on both sides of
the street sh are the co st o f the sid ew alk. H e also ad v ised that
the S ub d ivisio n O rd inan ce req u ires sid ew alk s b e co n stru cted on bo th s ide s o f all p ub lic streets
fo r n e w co n stru c tio n .

C ou ncil M ember M ahayni pointed out that this Program do es not mean that every str eet that
does n’t have side w alks is go ing to h ave side w alks . H e f eels conveying that information to the
pu blic is qu ite im po rtant. Co un cil M em ber W irth said that she feels on ce a street has been
evalua ted and found to score f ew e r tha n 20 points, reside nts of that s tre et also n e ed to b e
notif ied.
M r. W iegan d stated that if the pro perty ow n ers d o no t w an t to co n struct th e sid ew alks o n their
own w ithin a certain time period, the City ma y direct that the s idew alks be ins talled b y initia ting
a spe cial assessmen t progra m. A public hearing w ould be held as part of the assessmen t
program, and residents would h a ve the opportunity to v oice their concerns at the public hear ing.

M r. W ie gand be lieves that an evaluation of 20 0 segments of s idew alk could be per formed and
the residents no tified within 9 0 days. He s uggested tha t the res ul ts of the analysis could b e
po sted o n the C ity’s w eb site.

location s initially iden tified un der the M atrix for 200 4/05 participation no t to p roceed u ntil after
th e w o rk sh o p is h e ld .
T om Sco tt, 41 5 W estw oo d, A m es, adv ised that he con tacted C ity staff to ascertain tho se areas
that w ould not be re quired to insta ll side w alks . H e w as told that vir tua lly everyone in Ames who
does no t h a ve a sidewa lk will get on e. M r. Scott pointed out that sub divisions that ha ve
covena nts prohibiting s idew alks would not be af fec ted. H e s pecifica lly asked City staff about
W estw o o d sin ce th ere is sidew alk o n on ly on e side an d w as told that they w o u ld b e m ad e to
co n struct a sidew alk o n the other side. M r. Sco tt exp lained that that is w hy the flyers w ere
distribu ted to areas w here there w as no sidew alk. H e feels that misinfo rm ation has been given
by C ity staff.
Frank Trumpy, 30 1 Fra nklin Avenue, Am es, said that he did not r eceive notific ation from the
C ity; ho w ever, he feels very m uch a p art o f the P rog ram becau se his add ress is on the list, just
n o t th is year. H e ap o log ized to tho se w h o w ere in attend an ce, b u t did n o t nee d to be, as a resu lt
of the flyer being dis tribute d. M r. Trumpy believes that is a small price to pay for information.
M e rlin Pfannkuch,1424 Kellogg A ve nue, Am es , said that he is offe nded that the City came up
w i t h such a “biz arre” program for addressing the need for sidew alks and tha t the City thinks
“they can buy pe ople off by te lling them that they are not part of the Program.” H e aske d h ow
m u ch of a pu b lic safe ty p ro b lem this re a lly is if the C ity is no t w illin g to in v est an y mo n ey in
it. M r. P fan n ku ch ex p ress ed h is dissatisfac tion that the d ata g ath ered b y the C ity is no t cor rect;
th ey do n o t hav e an accu ra te inv e nto ry .
P eter S h erm an , 3 21 3 R os s R o a d , A m e s, said that he find s it offen sive tha t th e C ity has to ld
certain residen ts that they do no t need to b e con cerned w ith this P edestrian W alkw ay P rog ram

if their add ress is no t on the list. H e feels residen ts sho uld still have con cern for the ex pen se that
other people may h a ve to incur even if their property is no t dir ectly impa cted.
Joe V iles, 36 11 R oss R oad , A m es, po inted ou t that there is a C ity O rdinance that requ ires
side w alks , and in each case where sidew a lks were no t constructed, the City Council would have
gran ted a variance. H e said that in o rder for the C ity to m and ate the construction of sidew alks,
the City Council must res cind each var ianc e; otherw ise , the property o w ne r would not be
r es ponsible for the cost of constr ucting side w alks . M r. Vi les believe s that his interpretation
w ould b e substa ntia ted in a court of law and sugges ted that citizens consider a class action
law suit against the C ity of A m es. H e also su gg ested that citizens app ly intense political pressure
to their representatives.
D ilys M orris, 535 Forest G len, A mes, advis ed tha t her street has a huge r avine at one end and
a very larg e h ill in the m idd le of the b loc k, an d the ins tallation o f sid ew alk s in this area w ou ld
b e v ery costly. A fter h e r s tre et w as ev alu ated , it ap p ears that the y w ill no t be m ad e to install
sidew alks, bu t she is con cerned abo ut the co sts to b e incu rred b y citizens in similar situation s.
M s. M orris belie ves tha t extenuating environmental conditions should b e made part of the
crite ria on the Evalua tion M atrix.
Jim G unning, 11 9 Hickory Drive, Am e s, po inte d out that Page 225 of the Transportation Plan,
un der P ed estria n Elem en ts, do es n o t add ress “de ficien cies.” H e said tha t it d oes state th at C ity
p o licy is to requ ire a petition fro m local p ro perty o w n ers to initiate sid ew alk im pro vem en ts in
exis ting reside ntia l are as . M r . Gunning s aid that he has been d e aling w ith City staff and the
Public Rela tions Off icer, and he ca n’t locate a Pedes trian W alkway Pr ogram exc ept for the
M atrix an d in th e C ap ital Im p ro v em en ts P lan. H e s u gg ested that the C ity estab lish a S ide w alk
Comm ittee to o ver se e the M a trix, look at environmenta l is sues, to h andle appeals, and mak e
recom m end ation s to C ity staff. M r. G un ning believes that the first task o f that Co m m ittee
should be to p ut the Pede stria n W alkway Program in wr iting.
D avid James, 40 3 N. Franklin, A mes, indica ted that he also found incongrue ncie s on Page 22 5
o f the T ra n sp ortatio n Plan . H e po in ted ou t th a t o n Pag e 2 27 , G u idelin es fo r S idew a lk
I ns tallation, T ab le 42 sh o w s that on sing le-fam ily resid en tial collecto r streets, sid ew alks o n bo th
sides o f the street are preferred, bu t on ly requ ired on on e side. H e asked the C ou ncil to d irect
that the E valuation M atrix take into con sideration w hat exactly is in the Plan and m ake sure that
any new guide line s that are developed adhere to the Plan.
Timothy Pa yton, 1802 Fe rndale, Am es, po inte d o ut tha t the east side of his proper ty is on Grand
A ven ue betw een M urray and 20 th. H e brou gh t it to the C ou ncil’s attention that h is ho m e, as
w ell as many of his neighbor s, w as built fa cing w est; their properties ’ ba ck ya rds are adjacent
to G ran d A v en u e. H e read an excerp t from h is A b stract o f T itle that states ing ress o r eg ress to
his prop erty for ped estrians o r veh icles directly from G rand A ven ue is prohibited. It also states
that “...the front of each o f the lots shall b e deem ed to b e in the w est or in a w esterly d irection .”.
M r. Pay ton po inted o ut th at he has n o ac ces s to G ran d A v en u e fro m h is p ro p erty; he h as to w alk
tw o blocks nor th, a bloc k east, and tw o blocks south to g et to that s idew alk.
F rank M on taban , 8 10 G askill, A m es, said that w hen the C ity sets up evaluation criteria, tho se
sh o u ld be cle a r ly d efin ed . H e sa id that th e C ity has n ot been ab le to defin e “pu b lic fa c ility .”
H e believes that if the footba ll s tadium is a “public f acility,” it nee ds to have s idew alks; the City,
at this tim e, has been un able to tell h im if the foo tball stadium is a “public facility.” M r.
M on taban encourag ed the C ity to set up a list of w hat constitutes a “pu blic facility,” and for each

p u blic facility , d eterm ine ho w far that area co vers. H e b elieves th at w ill m ak e the C riteria M atrix
more fair than it is curr ently.

la ndscaping w ould make the installa tion of sidew a lks impossible or nearly s o. H e pointed out
that the City has indicated that runoff is a ser ious problem in Ames, and it will be penalizing
tho se w h o pav e p ark ing lots; th ey w an t to en co u rag e grass y areas . M r. T ru m py find s it
con tradictory to then requ ire the installation of sidew alks.

on the C om m ittee for A nn M un n W oo ds w ho w ork ed the w oo ded areas to create an area w here
pe ople could walk. M s. Scott said that the City is expre ssing its gratitude to her now by asking
he r to cut dow n her tree s to ins tall a sidew a lk.
John O e tken,1808 Ferndale, Am es, po inte d out that an are a along G r and A ve nue, for which he
receive d n o tice, is no t ow ned by him; it is ow ned by the state of Iow a. H e has had that
info rm ation verified b y the C ou nty A ssessor and A ud itor.
Reggie Gr e enla w , 3315 Ross Road , A mes, s aid tha t one ite m t hat has no t been conside red is the
peo ple’s ability to pay for the co n stru ction of sidew alks. H e ho ped that there are
acco m m od ation s m ad e av ailab le fo r tho se w h o can no t afford the retainin g w all o r sidew alk
installa tion.
D r. Jahansh ir G olchin, 515 O liver C ircle, A m es, p ointed o ut that A m es has been n am ed a T ree
C ity U SA , for w hich certain stand ards had to be m et. H e said that he and others do nated alm ost
$200,000 out of their ow n po ckets to the Heritage Foun dation, which in turn donated it to the
