OF THE AMES CITY COUNCIL
AMES, IOWA FEBRUARY 9, 2005
The Ames City Council met in special session at 5:15 p.m. on February 9, 2005, in the Council
Chambers in City Hall, 515 Clark Avenue, pursuant to law with Mayor Tedesco presiding and
the following Council members present: Cross, Goodman, Mahayni, Vegge, and Wirth. Ex
officio Member Tugan was also present.
FY 2005/06 BUDGET PROPOSALS: The Council heard and discussed highlights of the
Community Enrichment Program, which included Recreational Opportunities and Parks,
presented by Director Nancy Carroll. Council Member Goodman asked for the data on
summer attendance at the Ames pools to be broken down into weekday and weekend totals.
Ms. Carroll advised that the Employee Wellness program will be administered by the
Human Resources Department effective in Spring 2005.
Details were given, by Chief Loras Jaeger, of the budget for the Public Safety Program,
which included Law Enforcement Activities. Three challenges for this budget were noted
as increased fuel costs, the cost of pensions, and data-entry costs.
The Fire Safety Activities portion of the Public Safety program was presented by Chief
Clint Petersen. Discussion ensued on the possibility of assessing a fee for false alarms in
light of 80% of those calls being systems-related.
Council Member Vegge left the meeting at 7:00 p.m.
The operations budget for the Electric Utility was explained by Merlin Hove, Director. A
brief discussion concerning providing wireless service was held.
COMMENTS: Moved by Cross, seconded by Mahayni, to refer to staff the letter from several
current and former residents concerning establishing a memorial to F. Paul Goodland.
Mayor Tedesco suggested that staff look at creating a Hall of Mayors in Ames City Hall and
that the Ames Historical Society be asked to assist with this endeavor.
Vote on Motion: 5-0. Motion declared carried unanimously.

The Ames City Council met in special session at 5:15 p.m. on February 10, 2005, in the Council
Chambers in City Hall, 515 Clark Avenue, pursuant to law with Mayor Tedesco presiding and
the following Council members present: Cross, Goodman, Mahayni, and Vegge. Ex officio
Member Tugan was also present. Council Members Goodhue and Wirth were absent.
FY 2005/06 BUDGET PROPOSALS: The Council heard reports on the proposed budgets for
the Transportation Program, including the Transit System.
Budgets for the General Government and Internal Services were presented, which
included Legal Services, Risk Management and Health Benefits, Fleet Services and Fleet
Purchase, City Council and Executive Management, and City Clerk. The Mayor directed
that the City Clerk place the issue of who will be paying the costs of the Special Election
scheduled for April 5, 2005, on the City Council Agenda for February 22, 2005.
Discussion continued on the budget for Public Relations and Cable TV. Council Member
Mahayni suggested that the number of volunteers and the hours they serve the City be
tracked. He also recommended that the City contact the Journalism Department at Iowa
State University to enlist assistance from students in brochure design.
Human Resources, Long-Range and Current Planning, Economic Development,
Affordable Housing, the Community Development Block Grant, and Leased Housing
budgets were reviewed.
Reports were given on Financial Services, Information and Communication Services,
Purchasing Services, Utility Customer Service, Pension and Retirement, and Parking
Violation Collection.
COMMENTS: Finance Director Duane Pitcher distributed information on options related to
rate changes for three utilities (storm water, electric, and sewer). He also passed out a
memo detailing what effect the SE 16th Street Paving would have on the City’s debt
service.
Council Member Goodman reminded staff that he had requested information on
turnarounds at the skate park. Mr. Schainker indicated that information pertaining to that
issue would be distributed at the City Council’s next meeting to be held on February 15.
