ECONOMIC DEVELOPMENT AUTHORITY (IEDA) FOR CDBG-CV GRANT
FUNDING

BACKGROUND:
On April 14, 2025, the Iowa Economic Development Authority (IEDA) notified City staff that
due to some returned funds from previously allocated awards, IEDA has $2,000,000 of
unobligated CDBG-CV funds that must be expended within the next year. IEDA informed staff
that it was pursuing an idea to support homeless shelters around the state that experienced
increased operating costs as they work to prevent, prepare for, and/or respond to the effects of
the pandemic. IEDA has asked if the City of Ames would have an interest in being a
recipient of CDBG-CV funds for this purpose, which would then pass down to IEDA/IFA-
identified shelter(s) in the Ames jurisdiction via a subrecipient agreement.
Although these funds would not be awarded through a competitive application process, an
application would need to be created and submitted to IEDA. The funding allocation amount
would be dependent upon the number of cities interested in applying and the number of beds
in shelters in their area, as determined by IEDA/IFA.
A list of shelters was identified ahead of time due to the limited grant resources available to
allocate and the limited time frame in which to expend those funds. The list includes shelters
that are already familiar with working with the City, are in good standing with regards to any
previous IFA awards, and serve the general population experiencing homelessness (i.e., no
specific subpopulations such as domestic violence shelters).
IEDA outlined that the City of Ames can apply for $75,000 for Shelter Housing
Corporation (D/B/A The Bridge Home). IEDA would also be able to award the City an
additional $1,500 for activity delivery/admin purposes. The award would be to the City
for the benefit of The Bridge Home. The City would have to administer the grant and
verify eligible expenses of The Bridge Home for reimbursement through the grant
program. The City of Ames would be responsible for the proper expenditure of funds in
accordance with state requirements. The initial application submittal deadline was June
1, 2025, however, the City was granted an extension until June 30, 2025.
After meeting with IEDA staff and later with The Bridge Home interim administrative staff, the
City staff is proposing to apply for these funds to assist The Bridge Home with a variety of
potential shelter expenses that include, but are not limited to: utility assistance, insurance
costs, maintenance, shelter furniture upgrades, appliances, technology, transportation, etc. in
order to provide and prepare safer environments for socially distancing services for families,
individuals, and the elderly to have access to shelter and other services as needed.

At this time, the staff is requesting approval to submit the attached application. The
acceptance of funding from IEDA will be subject to the City verifying an acceptable
financial audit and other administrative conditions that the City deems necessary from
The Bridge Home.
ALTERNATIVES:
1. Approve submittal of a CDBG-CV grant application to the IEDA on behalf of The Bridge
Home with conditions for verification of financial and administrative capacity prior to the
acceptance of a grant agreement.
2. Approve the submittal of a CDBG-CV grant application to the IEDA on behalf of The
Bridge Home with modifications .
3. Decline to seek this grant opportunity.
CITY MANAGER'S RECOMMENDED ACTION:
Although this a special allocation of funds identified by the state for The Bridge Home that can
be utilized to address some of the needs for serving this vulnerable population in our
community, it is grant that must be administered by the City on its behalf.
There are ongoing concerns about the status of the administrative and financial condition of
The Bridge Home as a non-profit organization and the physical condition of the two properties
where these funds would be utilized located along Kellogg that would warrant conditions of
City participation in this process.
Due to the short turn around for submitting an application to the State, staff is still
verifying the financial and administrative capacity of The Bridge Home that is currently
in a temporary administrative contract with Central Iowa Shelter & Services (CISS) in
Des Moines. Staff recommends that until these concerns are addressed, a final grant
agreement with IEDA should not be approved. Therefore, it is the recommendation of the
City Manager that the City Council approve Alternative 1, as described above.

Homelessness Operations CDBG-CV Application
Name of City: City of Ames, Iowa
Allocation Amount: $75,000
General Considerations:
1. 100% of funds must be for Low-to-Moderate Income Activities. 24 CFR 570.208(a)(2)(i)(A) includes homeless
persons in the definition of presumed to be principally low and moderate-income persons.
2. Activity costs must be for shelter operations expenses; no construction, rehab, etc., work is allowed. CDBG
matrix code 03T “Homeless/AIDS Patients Programs” (e.g., staff costs, utilities, maintenance, insurance).
3. Estimate the amount of funds allocated to activity delivery cost per activity/homeless program. Activity
delivery cost would be the source of administration dollars for entitlement cities to administer these funds, and
non-entitlement communities would allocate those admin dollars to a grant administrator as per regular CDBG

4. This is a non-competitive application. IEDA is seeking information on how you will expend your allocation
(referenced above) of IEDA’s remaining CDBG-CV allocation.
5. 100% of funds must be expended post-award after the IEDA environmental/historic review and approval date
and before the contract end date of 5/31/26. All costs must be incurred post-award and before 5/31/26.
6. This is a reimbursement grant. Requests for reimbursement of shelter operations expenses and any city activity
delivery expenses should be submitted in IowaGrants ideally monthly but at a minimum on a quarterly basis.
7. Unless waived or modified by the Federal Register Notice, all state CDBG regulations will govern these funds.
This includes but is not limited to: going through IEDA for the environmental/historic review process, using
IowaGrants for all form submissions, using the IEDA Procurement Policy for any purchases made with grant
funds, and complying with IEDA records retention, monitoring, and other requirements.

Next Steps:
Applications due by 6/1/25. After your community submits the entitlement application, it will be reviewed by
IEDA staff who will notify you if any other application materials will be needed for clarification. If the application
is complete and meets the CDBG-CV regulations, upon Director approval IEDA would then send you an award
letter and contract. Award funds are contingent upon the successful return and execution of the contract.

Public Hearing Instructions:
The purpose of the hearing is to make the public aware of the application to IEDA to spend the CDBG-CV funds allocated
to the City.
Publication: The public hearing notice must be published no more than 20 days and no less than 4 days from the date of
the public hearing. The notification should follow the City’s normal protocols for publication but should at a minimum
be published in a newspaper of general circulation.
Public Hearing: The City should follow their normal public hearing protocols. These can be virtual or in-person. The
public hearing must include:
1. Need for the CDBG project
2. Description of the CDBG funded project & activities
3. The amount of CDBG funds for the project
4. Estimated amount of CDBG assistance that will benefit low-and moderate-income persons
5. The location of project activities
6. Any relocation that will have to take place because of the CDBG project, plans to minimize any displacement of
persons as a result of the funded activity, and plans to assist persons actually displaced if that were to occur
7. City/ County contact information for residents to contact with concerns or complaints regarding the project
8. Community Development and Housing Needs of low to moderate-income persons in the City and any planned or
potential activities to address these needs. The City should ask for public input on this item and include public
comments in the minutes.
9. Other Community Development and Housing needs and any planned or potential activities to address these

Program Descriptions (fill as many as would be funded):
Shelter 1 Name: The Bridge Home (THB)
1. Amount of funds to be allocated to the shelter: $75,000
2. Description (pre- and post-pandemic) of the shelter and its operations:
• Pre-Pandemic: Founded in 1985 to address the growing need of individuals and families
requiring shelter, a trend that continues today, THB is the only organization in the Two
Rivers Region serving single men, women, families with children, elderly and disable
individuals in hopes to end the cycle of homelessness among single men, women, and
families. In the last year alone, they served 150 adults nightly, three meals daily,
showers, laundry, case management, and life skills programs.
• Post-Pandemic: Enhanced cleaning, PPE, social distancing, when necessary, Health
screenings, and symptom checks at entry, low-barrier beds for single women and men
would remain available.
3. Estimate of the number of individuals to be assisted with this funding over the contract period:
• It is estimated that approximately 750 individuals assisted over the contract period
4. Describe how the planned activity will prevent, prepare for, and/or respond to the effects of the COVID-19
pandemic in this shelter specifically and the community as a whole:
• Cleaning supplies, PPE, extra janitorial services, and staff training for health screening
and case tracking; Intake flow changes to reduce close contact; Continued housing,
job, and benefit assistance to reduce crowding; Maintain staff-to-client ratio to
support continued health, safety, and reduction of client crowding.
5. Describe any additional ways that the planned activity will address public health, coronavirus, and/or housing
and economic disruption needs:
• Additional ways could include, but are not limited to: - Hygiene education and basic
care access - Job training and employment services - Rapid housing placement to
reduce long-term homelessness - Support for mental health and substance use
recovery
6. Describe how the full allotment of funds will be expended on operations expenses by 5/31/26:
• Funds will be allocated to support essential shelter expenses/operations that includes
but not limited to: utility assistance, insurance costs, cleaning supplies, enhanced
cleaning services; shelter furniture upgrades, appliances, storage, technology, etc. in
order to provide and prepare safer environments for socially distancing services for
families, and individuals to have access to shelter and other services as needed. No staff
salaries or benefits or increases in staff will be covered by these funds.
7. Describe how this funding will not constitute a duplication of benefits (DOB) for either the City as recipient or
the shelter as subrecipient. Attach supporting documentation.
• The City’s current Duplication of Benefit Policy (DOBP) will be expanded to include the services provided
by The Bridge Home (THB) for these grant funds.
• In addition to the city’s DOBP, The Bridge Home is currently not receiving funding from the City, County,
United Way, or Iowa State University through their ASSET Funders Program that would create a

duplication of benefits.
We will also use the following methods to support efforts to reduce any duplication of benefits:
-Use HMIS to prevent service duplication across programs
-Require individuals utilizing shelter services to verify receipt of any additional funds from other sources.
- The City will be the administrator of the grant funds.

income, including any fee charged or assessment made as a condition of obtaining access to such public
improvements, unless (i) funds received under the CDBG Program are used to pay the proportion of such fee or
assessment that relates to the capital costs of such public improvements that are financed from revenue sources
other than under Public Law 93-383, as amended, or (ii) for purposes of assessing any amount against properties
owned and occupied by persons of low and moderate income who are not of very low income, the city/county has
certified to the State that it lacks sufficient funds received under the CDBG Program to comply with the
requirements of clause (i) above.

Instructions
Overview.
A. Coverage. You must complete this report if:
(1) You are applying for assistance from HUD for a specific project
or activity and you have received, or expect to receive, assistance
from HUD in excess of $200,000 during the during the fiscal year;
(2) You are updating a prior report as discussed below; or
(3) You are submitting an application for assistance to an entity
other than HUD, a State or local government if the application is
required by statute or regulation to be submitted to HUD for
approval or for any other purpose.
B. Update reports (filed by “Recipients” of HUD Assistance):
General. All recipients of covered assistance must submit update
reports to the Department to reflect substantial changes to the initial
applicant disclosure reports.
Line-by-Line Instructions.
Applicant/Recipient Information.
All applicants for HUD competitive assistance, must complete the
information required in blocks 1-5 of form HUD-2880:
1. Enter the full name, address, city, State, zip code, and telephone
number (including area code) of the applicant/recipient. Where the
applicant/recipient is an individual, the last name, first name, and
middle initial must be entered.
2. Entry of the applicant/recipient's EIN, as appropriate, is optional.
Individuals must not include social security numbers on this form.
3. Applicants enter the HUD program name under which the
assistance is being requested.
4. Applicants enter the amount of HUD assistance that is being
requested. Recipients enter the amount of HUD assistance that has
been provided and to which the update report relates. The amounts
are those stated in the application or award documentation. NOTE: In
the case of assistance that is provided pursuant to contract over a
period of time (such as project-based assistance under section 8 of the
United States Housing Act of 1937), the amount of assistance to be
reported includes all amounts that are to be provided over the term of
the contract, irrespective of when they are to be received.
5. Applicants enter the name and full address of the project or activity
for which the HUD assistance is sought. Recipients enter the name

Part I. Threshold Determinations - Applicants Only
Part I contains information to help the applicant determine whether the
remainder of the form must be completed. Recipients filing Update
Reports should not complete this Part.
If the answer to either questions 1 or 2 is No, the applicant need not
complete Parts II and III of the report, but must sign the certification at
the end of the form.
Part II. Other Government Assistance and Expected Sources and
Uses of Funds.
A. Other Government Assistance. This Part is to be completed by
both applicants and recipients for assistance and recipients filing
update reports. Applicants and recipients must report any other
government assistance involved in the project or activity for which
assistance is sought. Applicants and recipients must report any other
government assistance involved in the project or activity. Other
government assistance is defined in note 4 on the last page. For
purposes of this definition, other government assistance is expected to
be made available if, based on an assessment of all the circumstances
involved, there are reasonable grounds to anticipate that the
assistance will be forthcoming.
Both applicant and recipient disclosures must include all other
government assistance involved with the HUD assistance, as well as
any other government assistance that was made available before the
request, but that has continuing vitality at the time of the request.
Examples of this latter category include tax credits that provide for a
number of years of tax benefits, and grant assistance that continues to
benefit the project at the time of the assistance request.
The following information must be provided:

government agency making the assistance available.
2. State the type of other government assistance (e.g., loan, grant,
loan insurance).
3. Enter the dollar amount of the other government assistance that is,

4. Uses of funds. Each reportable use of funds must clearly identify the
purpose to which they are to be put. Reasonable aggregations may be
used, such as "total structure" to include a number of structural costs,
such as roof, elevators, exterior masonry, etc.
B. Non-Government Assistance. Note that the applicant and recipient
disclosure report must specify all expected sources and uses of funds -
both from HUD and any other source - that have been or are to be,
made available for the project or activity. Non-government sources of
Form HUD-2880 funds typically include (but are not limited to)
foundations and private contributors.
Part III. Interested Parties.
This Part is to be completed by both applicants and recipients filing
update reports. Applicants must provide information on:
1. All developers, contractors, or consultants involved in the application
for the assistance or in the planning, development, or implementation
of the project or activity; and
2. Any other person who has a financial interest in the project or
activity for which the assistance is sought that exceeds $50,000 or 10
percent of the assistance (whichever is lower). Note: A financial
interest means any financial involvement in the project or activity,
including (but not limited to) situations in which an individual or entity
has an equity interest in the project or activity, shares in any profit on
resale or any distribution of surplus cash or other assets of the project
or activity, or receives compensation for any goods or services
provided in connection with the project or activity. Residency of an
individual in housing for which assistance is being sought is not, by
itself, considered a covered financial interest.
The information required below must be provided.
1. Enter the full names and addresses. If the person is an entity, the
listing must include the full name and address of the entity as well as
the CEO. Please list all names alphabetically.
2. Entry of the Unique Entity Identifier (UEI), for non-individuals, or city

listed. The interest must be expressed both as a dollar amount and as
a percentage of the amount of the HUD assistance involved.

has been provided elsewhere in this application package, the applicant
need not repeat the information, but need only refer to the form and
location to incorporate it into this report. (It is likely that some of the
information required by this report has been provided on SF 424A, or
on various budget forms accompanying the application.) If this report
requires information beyond that provided elsewhere in the application
package, the applicant must include in this report all the additional
information required. Recipients must submit an update report for any
change in previously disclosed sources and uses of funds as provided
in Section I.D.5., above.

2. Assistance means any contract, grant, loan, cooperative agreement,
or other form of assistance, including the insurance or guarantee of a
loan or mortgage, that is provided with respect to a specific project or
activity under a program administered by the Department. The term
does not include contracts, such as procurements contracts, that are
subject to the Fed. Acquisition Regulation (FAR) (48 CFR Chapter 1).

4. "Other government assistance" is defined to include any loan, grant,
guarantee, insurance, payment, rebate, subsidy, credit, tax benefit, or
any other form of direct or indirect assistance from the Federal

State, or a unit of general local government, or any agency or
instrumentality thereof, that is, or is expected to be made, available
with respect to the project or activities for which the assistance is
sought.
5. For the purpose of this form and 24 CFR Part 4, “person” means an
individual (including a consultant, lobbyist, or lawyer); corporation;
company; association; authority; firm; partnership; society; State, unit
of general local government, or other government entity, or agency
thereof (including a public housing agency); Indian tribe; and any other
organization or group of people.
