SUBJECT:IOWA DOT TRAFFIC SAFETY IMPROVEMENT PROGRAM AGREEMENT
FOR $500,000 FOR THE 2024-26 TRAFFIC SYSTEM CAPACITY
IMPROVEMENT PROGRAM (13TH & GRAND)

BACKGROUND:
The Traffic Systems Capacity Improvements Program in the City's Capital Improvement Plan
(CIP) is a program that addresses issues identified in the 2045 Long Range Transportation
Plan (LRTP). The 2045 LRTP identified several critical intersections that were at or nearing
capacity and needed improvements. This project will add dedicated left turn lanes at the
intersection of 13th Street & Grand Avenue, a shared use path along the west side of
Grand Avenue through the project corridor, and a leading pedestrian interval (LPI) at
the new traffic signal for 13th Street & Grand Avenue.
The project is programmed in the CIP with $700,000 in state grants. This Council action is
for the approval of a Traffic Safety Improvement Program (TSIP) grant agreement in the
amount of $500,000.
Staff has applied for, and anticipates receiving, an additional $200,000 in Urban-State Traffic
Engineering Program (U-STEP) funding as well as receiving additional Iowa DOT 3R funding
based on the mainline pavement improvement along US Highway 69.
ALTERNATIVES:
1. Approve the Iowa DOT Traffic Safety Improvement Program agreement for $500,000 for
the 2024-26 Traffic System Capacity Improvement Program (13th & Grand).
2. Reject the grant agreement and direct staff to identify alternative funding sources.
CITY MANAGER'S RECOMMENDED ACTION:
The TSIP grant funds are a critical funding source necessary for proceeding with
improvements at the intersection of 13th Street & Grand Avenue. Therefore, it is the
recommendation of the City Manager that the City Council adopt Alternative No. 1, as noted
above.
