SUBJECT:2025/26 COLLECTOR STREET PAVEMENT IMPROVEMENTS
(BLOOMINGTON REHABILITATION) FUNDING AGREEMENT WITH THE
IOWA DEPARTMENT OF TRANSPORTATION
COUNCIL ACTION FORM
BACKGROUND:
The City of Ames has been awarded up to $700,000 (or 80% of the project costs if less than
$700,000) through the Iowa Department of Transportation (IDOT) for the 2025/26 Collector
Street Pavement Improvements (Bloomington Rehabilitation) project. This project will take
place along Bloomington Road, extending from George Washington Carver Avenue to
500 feet west of Eisenhower Avenue. It includes the reconstruction of the shared-use
path on the south side of Bloomington Avenue, specifically from Stange Road to 500
feet west of Eisenhower Avenue.
This agreement is funded through the Surface Transportation Block Grant Program, a federal-
aid initiative designed to support transportation improvement projects on streets and highways
across Iowa. The funding requires a bid letting process managed by IDOT. This agreement
has been reviewed and approved by the City of Ames Legal Department.

ALTERNATIVES:
1. Approve the Iowa DOT STBG Federal-aid funding Agreement for the 2025/26 Collector
Street Pavement Improvements (Bloomington Rehabilitation) project in the amount of
$700,000.
2. Reject the Agreement.
CITY MANAGER'S RECOMMENDED ACTION:
Approval of this agreement with the Iowa DOT will allow the project development to
continue. Construction of this project is anticipated for the 2026 construction season.
Therefore, it is the recommendation of the City Manager that the City Council adopt Alternative
No.1, as noted above.
