HomeMy WebLinkAboutA001 - Council Action Form dated June 24, 2025ITEM #:23 DATE:06-24-25 DEPT:PW SUBJECT:PUBLIC WORKS STREET SWEEPING CONTRACT RENEWAL COUNCIL ACTION FORM BACKGROUND: Street sweeping is an important part of maintaining the street transportation system. Excess debris such as sand, rocks, or leaves in streets can cause issues for the movement of vehicles and pedestrians. If not picked up, this debris can find its way into the storm sewer system resulting in the potential for blockages or backups. The Public Works Department utilizes a contractor to augment its internal street sweeping capabilities. This contract work primarily takes place during the spring and fall when debris is more prevalent in the street. On March 16, 2021, a Request for Quotation (RFQ) was issued to prospective vendors for contract street sweeping services. On March 30, 2021, one bid was received from Vincent All Seasons Enterprises of Nevada, Iowa. A contract was then awarded for an estimated 500 hours of street sweeping per fiscal year at a rate of $94 per hour for the period of July 1, 2021 through June 30, 2022. The contract also included four optional 12-month renewal periods with a cost increase of 2.2% each fiscal year. This Council action is the final potential contract renewal at a cost of $102 per hour. The adopted FY 2025/26 budget includes $57,000 for contract street sweeping, which is sufficient to receive approximately 558 hours of sweeping services. Payments will be made based on the actual number of hours of services received. ALTERNATIVES: 1. Award the contract extension for FY 2025/26 street sweeping to Vincent All Seasons Enterprises, of Nevada, Iowa in an amount not to exceed $57,000. Actual costs billed will depend on the work hours required for street sweeping. 2. Reject this renewal and attempt to obtain these services on an as-needed basis. CITY MANAGER'S RECOMMENDED ACTION: Contract street sweeping allows for a greater area of coverage for street sweeping activities without the upfront capital costs for the City to purchase additional sweeping equipment. Street sweeping is a vital part of the City’s street maintenance and stormwater programs, keeping debris from entering into the storm sewer system and causing potential backup and localized flooding. Therefore, it is the recommendation of the City Manager that the City Council adopt Alternative No. 1, as noted above. 1
