MINUTES OF THE REGULAR MEETING OF THE
AMES CIVIL SERVICE COMMISSION
AMES, IOWA JANUARY 23, 2025
The Regular Meeting of the Ames Civil Service Commission met in regular session in the Council Chambers
of City Hall, 515 Clark Avenue, with Commission Members, Harold Pike, and Larry Conley, and Kim
Linduska, Commission Chair present. Also in attendance was Commission Clerk, Vicki Hillock and HR
Director, Bethany Ballou.
APPROVAL OF MINUTES OF DECEMBER 19, 2024: Moved by Pike, seconded by Conley, to approve
the Minutes of the December 19, 2024, Regular Service Commission meeting. Vote on Motion: 3-0. Motion
declared carried unanimously.
CERTIFICATION OF ENTRY-LEVEL APPLICANTS: Moved by Conley, seconded by Pike, to certify
the following individuals to the Ames City Council as Entry-Level Applicants:

Vote on Motion: 3-0. Motion declared carried unanimously.
REQUEST TO REMOVE NAME FROM ACCOUNT CLERK LIST: Moved by Linduska, seconded
by Pike, to remove name from Account Clerk entry level certified list.
DISCUSSION: Commission inquired how recruiting was going of HR Director Ballou. Ballou stated
recruitment numbers are up, which was encouraging. Conley inquired specifically about Police recruitment,
Ballou responded numbers were not as good, however, the City is continuing with a continuous recruitment
with testing every other week for the next two months.
COMMENTS: The next Regular Meeting will be held in-person on Thursday, February 27, 2025, at 8:15
am in Council Chambers of City Hall.
ADJOURNMENT: The meeting adjourned at 8:20 AM.

Subject: Removal of Name from List for Account Clerk
On the agenda for the February 27, 2025, Civil Service Commission meeting, the
Commission will discuss a request from City staff to remove the last name from
the previous certified list for the Account Clerk classification, which was approved
on January 23, 2025.
Jessica Teff – Refused offer of appointment
Section 4.5 (Removal of Names from Certified Lists) of the Civil Service
commission Policies and Procedures states: “A person appearing on a certified list
for original appointment shall have their name removed from the list by the
Commission whenever that person has requested that their name be removed , or
refuses an interview or an offer of appointment…”
Staff requests that the Civil Service Commission remove the above name from th is
Civil Service list.

Subject: Remove Name and Exhaust List from Certified List for
Environmental Engineer I
On the agenda for the February 27, 2025, Civil Service Commission meeting, the
Commission will discuss a request from City staff to remove a name from the
certified list for the Environmental Engineer I classification, which was approved on
November 21, 2024.
Tori Smiley – Candidate declined offer provided via email.
Section 4.5 (Removal of Names from Certified Lists) of the Civil Service
commission Policies and Procedures states: “A person appearing on a certified
list for original appointment shall have their name removed from the list by the
Commission whenever that person… refuses an interview or an offer of
appointment...”
One candidate would remain on this list.
Section 4.2 (Curation of Entry Level Eligibility Lists) of the Civil Service
Commission Policies and Procedures states: “When a list has diminished to three
or fewer candidates, the Commission may declare the list exhausted.”
Staff requests that the Civil Service Commission remove the above name s from
the Civil Service list and exhaust this current list so we may continue with an open
recruitment.

Subject: Exhaust Certified List for Firefighter
On the agenda for the February 27, 2025, Civil Service Commission meeting, the
Commission will discuss a request from City staff to exhaust the certified list for
the Firefighter classification, which was approved on May 23, 2024
There were 8 candidates certified to this original list and 7 were hired, which
removes them from the list automatically. This leaves 1 candidate remaining on
the list.
Section 4.2 (Curation of Entry Level Eligibility Lists) of the Civil Service
Commission Policies and Procedures states: “When a list has diminished to three
or fewer candidates, the Commission may declare the list exhausted.”
Staff requests that the Civil Service Commission exhaust this current list so we
may continue with an open recruitment.
