Next Regular Commission Meeting scheduled for Thursday, July 24, 2025 COMMENTS: ADJOURNMENT: MINUTES OF THE REGULAR MEETING OF THE AMES CIVIL SERVICE COMMISSION AMES, IOWA MAY 22, 2025 The Regular Meeting of the Ames Civil Service Commission met in regular session in Council Chambers of City Hall, 515 Clark Avenue, with Commission Members, Harold Pike, Larry Conley, and Kim Linduska, Commission Chair present. Also in attendance Commission Clerk, Vicki Hillock, HR Director, Bethany Ballou, and City Attorney, Mark Lambert. APPROVAL OF MINUTES OF APRL 24, 2025: Moved by Pike, seconded by Conley, to approve the Minutes of the April 24, 2025, Regular Service Commission meeting. Vote on Motion: 3-0. Motion declared carried unanimously. Motion declared carried. REQUEST TO REMOVE NAME FROM ENVIRONMENTAL ENGINEER I LIST: Moved by Linduska, seconded by Conley, to remove name from Environmental Engineer I entry level certified list. DISCUSSION OF SF 311 RELATING TO CITY CIVIL SERVICE EMPLOYEES AND RELATED PROCEDURES: City Attorney, Mark Lambert presented to commission members changes to Civil Service by Senate File 311 signed into law by Governor Reynolds on May 19, 2025, with an effective date of August 16, 2025. COMMENTS: The next Regular Meeting will be held in-person on Thursday, June 26, 2025, at 8:15 am in Council Chambers of City Hall. Innocent Anosike – Candidate does not meet minimum requirements of position, based on background results. Ysabelle Gilseth – Accepted another position in April 2025 Section 4.5 (Removal of Names from Certified Lists) of the Civil Service commission Policies and Procedures states: “A person appearing on a certified list for original appointment shall have their name removed from the list by the Commission whenever that person… refuses an interview or an offer of appointment...” and “the candidate has reference, credit and/or background check results that do not provide indicators of future success in the position.” Two candidates would remain on this list. Section 4.2 (Curation of Entry Level Eligibility Lists) of the Civil Service Commission Policies and Procedures states: “When a list has diminished to three or fewer candidates, the Commission may declare the list exhausted.” Staff requests that the Civil Service Commission remove the above name s from the Civil Service list and exhaust this current list so we may continue with an open recruitment. Jessica Fincham – Candidate asked to be removed from further consideration. Section 4.5 (Removal of Names from Certified Lists) of the Civil Service commission Policies and Procedures states: “A person appearing on a certified list for original appointment shall have their name removed from the list by the Commission whenever that person has requested that their name be removed, … or requests not be considered for an available vacancy...” One candidate would remain on this list. Box 811 Ames, IA 50010 www.CityofAmes.org Human Resources Department MEMO Date: Thursday, June 26, 2025 To: Civil Service Commission From: Bethany Ballou, Human Resources Director Subject: Remove Name from and Exhaust Certified List for Maintenance Worker Parks & Rec On the agenda for the June 26, 2025, Civil Service Commission meeting, the Commission will discuss a request from City staff to remove names from the certified list for the Maintenance Worker Parks and Recreation Sublist classification, which was approved on May 22, 2025. Curtis Walker – refused scheduling requirement of vacant position. Section 4.5 (Removal of Names from Certified Lists) of the Civil Service commission Policies and Procedures states: “A person appearing on a certified list for original appointment shall have their name removed from the list by the Commission whenever that person… requests not to be considered for an available vacancy…” No candidates would remain on this list since the second certified candidate was hired, which automatically removes them from the list. Section 4.2 (Curation of Entry Level Eligibility Lists) of the Civil Service Commission Policies and Procedures states: “When a list has diminished to three or fewer candidates, the Commission may declare the list exhausted.” Staff requests that the Civil Service Commission exhaust this current list so we may continue with an open recruitment.
