MINUTES OF THE REGULAR MEETING OF
THE ZONING BOARD OF ADJUSTMENT
AMES, IOWA AUGUST 26, 2020
The Ames Zoning Board of Adjustment met, pursuant to law, in regular session at 6:01 p.m. on
August 26, 2020, via Zoom communication with the following members present: Amelia
Schoeneman, Leila Ammar, Ronald Schappaugh, and Rob Bowers. Chad Schneider was absent.
Also present were Assistant City Attorney Vikki Feilmeyer and City Planner Eloise Sahlstrom.
Board Chair Schoeneman stated that it is impractical to hold an in-person meeting due to the
Governor of Iowa declaring a public health emergency because of the COVID-19 pandemic.
Therefore, limits have been placed on public gatherings, and this meeting is being held as an
electronic meeting.
APPROVAL OF MINUTES: Moved by Ammar, seconded by Schoeneman, to approve the
Minutes of the meeting of June 24, 2020, and July 22, 2020.
Vote on Motion: 4-0. Motion declared carried.
CASE NO. 20-31
SPECIAL USE PERMIT – CCRC OF AMES, 3305 STANGE ROAD
Public Hearing on application for a Special Use Permit for Northridge Village Garden
Pavilion located at 3305 Stange Road
City Planner Eloise Sahlstrom introduced the request to construct a garden and garden pavilion at
Northridge Village senior living facility at 2205 Stange Road. Planner Sahlstrom stated that
Northridge Village is zoned as FS-RM, and therefore changes proposed to the campus must be
approved by Special Use Permit.
Ms. Sahlstrom stated that this request was previously approved for a Special Use Permit on May
22, 2019. However, due to delays in working with the gas company, the SUP expired. These
delays were due to the gas company imposing a greater setback from the gas line than had been
previously conveyed. In order to comply with this gas company’s restrictions, a new Special Use
Permit is being requested with minimal changes to the proposed pavilion.
Ms. Sahlstrom briefly reviewed the previous plan that had been approved in May 2019. She
noted that the former pavilion was outfitted with ceiling fans and lighting, but the new plans
included only an electrical outlet and hose cap, and that no other utilities would be included. The
side of the pavilion facing the drive would be embellished to continue to match the existing
buildings in the area with the stone façade.
Ms. Sahlstrom stated that the Zoning Board of Adjustment can approve this request for a Special
Use Permit to allow the construction of a .5-acre garden and 600 sq. ft. pavilion within the
Northridge Village continuum of care campus in the FS-RM Zoning District at 3305 Stange
Road.
Applicant Jordan Anderson, 2114 West Sheridan Street, Olathe, KS, was sworn in and testified

under oath. Mr. Anderson stated that the pavilion had to be relocated due to the easement of the
gas line, and that he had nothing further to add to Ms. Sahlstrom’s report.
Moved by Bowers, seconded by Ammar, to adopt ORDER NO. 20-31, thereby approving
Alternative One as outlined by staff.
Mr. Schappaugh asked staff if any conditions had been placed on the permit passed in 2019. Ms.
Sahlstrom stated that there was a condition in which any easements for public utilities needed to
be recorded on the property before any certificate of occupancy be granted. Public Works
informed Ms. Sahlstrom that all easements needed had been recorded. Ms. Sahlstrom stated that
no conditions were necessary for the current Special Use Permit.
Roll Call Motion: 4-0. Motion declared carried.
ADJOURNMENT: Moved by Schoeneman, seconded by Schappaugh, to adjourn the meeting
at 6:15 p.m.
