Next Regular Commission Meeting scheduled for Thursday, December 19, 2024 COMMENTS: ADJOURNMENT: MINUTES OF THE REGULAR MEETING OF THE AMES CIVIL SERVICE COMMISSION AMES, IOWA OCTOBER 24, 2024 The Regular Meeting of the Ames Civil Service Commission met in regular session in the Council Chambers of City Hall, 515 Clark Avenue, with Commission Members, Harold Pike, and Kim Linduska present with Larry Conley brought in telephonically. Linduska called the meeting to order at 8:15 AM on October 24, 2024. Also in attendance was City Attorney, Mark Lambert and Commission Clerk, Vicki Hillock. APPROVAL OF MINUTES OF SEPTEMBER 26, 2024: Moved by Pike, seconded by Conley, to approve the Minutes of the September 26, 2024, Regular Service Commission meeting. Vote on Motion: 3- 0. Motion declared carried unanimously. REQUEST TO EXHAUST HUMAN RESOURCES OFFICER I LIST: Moved by Conley, seconded by Linduska, to exhaust the Human Resources Officer I entry level certified list. REQUEST TO REMOVE NAMES AND EXHAUST MAINTENANCE WORKER – STREETS SUBLIST: Moved by Pike, seconded by Linduska, to remove names and exhaust Maintenance Worker – Streets entry level certified list. REMOVE NAMES FROM POLICE OFFICER LIST: Moved by Linduska, seconded by Conley, to remove names from the Police Officer entry level certified list. DISCUSSION: Mark Lambert, City Attorney, was present for discussion with Commission Members the recommendation of the City Manager and Human Resources to the City Council, in accordance with the authority in Iowa Code Section 400.12A, approve the suspension of the Civil Service hiring requirements in (Iowa Code Section 400.11(1)(a)) for the Police Department for the period of October 9, 2024, through October 8, 2025. The City Council approved the suspension at the Regular City Council Meeting held October 8, 2024. COMMENTS: The next Regular Meeting will be held in-person on Thursday, November 21, 2024, at 8:15am in Council Chambers of City Hall. Special Meeting will be held Wednesday, November 6, 2024, at 2:00pm in Conference Room 235. Civil Service Appeals Hearing for Termination Appeal for Sarah McClure for November 13 and November 14, 2024, at 9:00am in Council Chambers of City Hall. Box 811 Ames, IA 50010 www.CityofAmes.org Human Resources Department MEMO Date: November 21, 2024 To: Civil Service Commission From: Bethany Ballou, Human Resources Director Subject: Exhaust Certified List for Building Maintenance Specialist On the agenda for the November 21, 2024, Civil Service Commission meeting, the Commission will discuss a request from City staff to exhaust the certified list for the Building Maintenance Specialist classification, which was approved on May 23, 2024 There were 3 candidates certified to this original list and one was hired, which removes them from the list automatically. This leaves 2 candidates remaining on the list. Section 4.2 (Curation of Entry Level Eligibility Lists) of the Civil Service Commission Policies and Procedures states: “When a list has diminished to three or fewer candidates, the Commission may declare the list exhausted.” Staff requests that the Civil Service Commission exhaust this current list so we may continue with an open recruitment. Scott Berends – Refused offer of appointment Section 4.5 (Removal of Names from Certified Lists) of the Civil Service commission Policies and Procedures states: “A person appearing on a certified list for original appointment shall have their name removed from the list by the Commission whenever that person has requested that their name be removed , or refuses an interview or an offer of appointment…” One candidate would remain, but was hired on September 30, 2024, which removes them from the list automatically.
