Next Commission Meeting scheduled for Thursday, April 25, 2024. COMMENTS: ADJOURNMENT: MINUTES OF THE REGULAR MEETING OF THE AMES CIVIL SERVICE COMMISSION AMES, IOWA FEBRUARY 22, 2024 The Regular Meeting of the Ames Civil Service Commission met in regular session in the Council Chambers of City Hall, 515 Clark Avenue, with Commission Members, Harold Pike, Mike Crum, and Kim Linduska present. Chairperson Kim Linduska called the meeting to order at 8:15 AM on February 22, 2024. Also in attendance was Commission Clerk, Vicki Hillock and Human Resources Director, Bethany Ballou. APPROVAL OF MINUTES OF JANUARY 25, 2024: Moved by Pike, seconded by Crum, to approve the Minutes of the February 22, 2024, Regular Service Commission meeting. Vote on Motion: 3-0. Motion declared carried unanimously. CERTIFICATION OF ENTRY-LEVEL APPLICANTS: Moved by Crum, seconded by Pike, to certify the following individuals to the Ames City Council as Entry-Level Applicants: Treatment Plant Maintenance Worker Matthew Peterson 74 Matt Hammond 71 Utility Customer Service Clerk Heather Hansen 81 Grace Hoffman 78 Karina Torres 70 Vote on Motion: 3-0. Motion declared carried unanimously. DISCUSSION: Pike asked of HR Director, Ballou what entry-level and promotional-level applicants mean. Ballou explained entry-level applicants means the recruitment is an open recruitment for internal and external candidates, whereas promotional-level recruitments are for those on a promotional path within the City, ie for intern al candidates only. Linduska asked if recruiting was continuing to see improvement. Ballou responded the environment is continuing to improve but we are not at levels seen before 2020. COMMENTS: The next Regular Meeting will be held telephonically or in-person, depending on weather, on Thursday, March 28, 2024, at 8:15am. Box 811 Ames, IA 50010 www.CityofAmes.org Human Resources Department MEMO Date: Thursday, March 28, 2024 To: Civil Service Commission From: Bethany Ballou, Human Resources Director Subject: Remove Name from and Exhaust Certified List for Public Safety Dispatcher On the agenda for the March 28, 2024, Civil Service Commission meeting, the Commission will discuss a request from City staff to remove a name from the certified list for the Public Safety Dispatcher classification, which was approved on January 25, 2024. Noelle Flugrad – Candidate requested their name be removed from the Civil Service list via email. Jonathon Wilson – Candidate failed to obtain a qualifying score on a MMPI examination Section 4.5 (Removal of Names from Certified Lists) of the Civil Service commission Policies and Procedures states: “A person appearing on a certified list for original appointment shall have their name removed from the list by the Commission whenever that person has requested that their name be removed ...” One candidate has been hired and one candidate is currently in the pre- employment check process with a contingent offer of employment. Section 4.2 (Curation of Entry Level Eligibility Lists) of the Civil Service Commission Policies and Procedures states: “When a list has diminished to three or fewer candidates, the Commission may declare the list exhausted.” Staff requests that the Civil Service Commission remove the above name from th e Civil Service list and exhaust this current list so we may continue with an open recruitment, if needed. Matthew Peterson – Candidate refused offer of appointment for open recruitment. Section 4.5 (Removal of Names from Certified Lists) of the Civil Service commission Policies and Procedures states: “A person appearing on a certified list for original appointment shall have their name removed from the list by the Commission whenever that person has requested that their name be removed , or refuses an interview or an offer of appointment…” One candidate would remain on this list.
