Discussion of Holiday Season and Upcoming Commission Meetings in November and December 2022 COMMENTS: ADJOURNMENT: MINUTES OF THE REGULAR MEETING OF THE AMES CIVIL SERVICE COMMISSION AMES, IOWA SEPTEMBER 22, 2022 The Regular Meeting of the Ames Civil Service Commission was called to order by Chairperson Mike Crum at 8:15 AM on September 22, 2022. As it was impractical for the Commission members to attend in person, Commission Chairperson Mike Crum and Commission Member Harold Pike and Kim Linduska were brought in telephonically. APPROVAL OF MINUTES OF August 25, 2022: Moved by Linduska, seconded by Pike, to approve the Minutes of the August 25, 2022, Regular Service Commission meeting. Vote on Motion: 3-0. Motion declared carried unanimously. CERTIFICATION OF ENTRY-LEVEL APPLICANTS: Moved by Crum, seconded by Linduska, to certify the following individuals to the Ames City Council as Entry-Level Applicants: Public Safety Dispatcher Kyle Lewin 78 Cassidy Larrew 76 Systems Analyst Tyler Delaney 84 DISCUSSION TO TRANSITION CIVIL SERVICE DUTIES: Members discussed transitioning the City Clerk’s duties of the Civil Service Commission to Human Resources. Pursuant to Iowa Code section 400.1, the City Clerk designated Vicki Hillock from the City’s Human Resources Department to serve as Clerk for the Commission going forward. COMMENTS: The next Regular Meeting of the Ames Civil Service Commission is scheduled for October 27, 2022, at 8:15 AM. Box 811 Human Resources Department MEMO Date: Thursday, October 27, 2022 On the agenda for the October 27, 2022, Civil Service Commission meeting, the Commission will discuss a request from City staff to exhaust the existing list for the Mechanic Assistant CyRide classification. The original list was certified during the meeting on April 28, 2022, with three candidates. One candidate was hired leaving two candidates remaining on the list. Section 4.2 (Duration of Entry Level Eligibility Lists) of the Civil Service Commission Policies and Procedures states: “When a list has diminished to three or fewer candidates, the Commission may declare the list exhausted.” Thus, it is requested that the Civil Service Commission exhaust the current Civil Service list to allow a new open recruitment process for an open vacancy. Box 811 Human Resources Department MEMO Date: Tuesday, October 26, 2022 On the agenda for the October 27, 2022, Civil Service Commission meeting, the Commission will discuss a request from City staff to remove candidates’ names certified to the Civil Service List for the Police Officer classification. From the list that was certified during the meeting on July 28, 2022, we had 3 candidates who were being newly certified and 3 candidates who were carried over from previous recruitments. Two candidates have already been hired. We are asking for the following candidates on this list to be removed from further consideration due to the following reason: Daniel Simcox – Candidate withdrew from eligible list due to having another position. Luke Gibbs – Candidate withdrew from eligible list due to having another position. Chad Traver – Candidate withdrew from eligible list due to having another position. Max Smalley – Candidate failed to obtain qualifying results on the MMPI examination as applicable for this position. Staff requests that the Civil Service Commission remove the above name(s) from the Civil Service list based on the following: Section 4.5 (Removal of Names from Certified Lists) of the Civil Service commission Policies and Procedures states: “A person appearing on a certified list for original appointment shall have their name removed from the list by the Commission whenever that person has requested that their name be removed, or refuses an interview or an offer of appointment, or requests not to be considered for an available vacancy, or fails to respond to a written notice… In addition, an individual may be removed and decertified if the person is subsequently found unqualified for any of the following reasons: …#6. The candidate has failed to obtain a qualifying score on a physical agility, polygraph, or MMPI examination as applicable for the position.” The certified list for Police Officer, including all names carried over from prior unexpired certified lists, would then contain no further candidates. The original list was certified during the meeting on December 16, 2021, with three candidates. Two candidates were hired leaving one candidate remaining on the list. Section 4.2 (Duration of Entry Level Eligibility Lists) of the Civil Service Commission Policies and Procedures states: “When a list has diminished to three or fewer candidates, the Commission may declare the list exhausted.” Thus, it is requested that the Civil Service Commission exhaust the current Civil Service list to allow a new open recruitment process for an open vacancy.
