SUBJECT:2023/24 INTELLIGENT TRANSPORTATION SYSTEM PROGRAM (PHASE 3)
COUNCIL ACTION FORM
BACKGROUND:
The Intelligent Transportation System (ITS) program provides for the installation of infrastructure for a
traffic adaptive signal system that will conduct real-time optimization of traffic and pedestrian flow at
signalized intersections. Traffic adaptive systems provide a significant improvement in efficiency and
will optimize travel times during all times of the day. Completion of the network is programmed with
six phases (an overall phasing map is attached).
Traffic signal improvements rank as one of the highest priority areas from the Ames Resident
Satisfaction Survey. This project is for Phase 3 of the program which will primarily expand the
ITS network along Grand Avenue (US HWY 69) and also extend the network north on Duff
Avenue from 13th St to Grand Avenue. Staff has been working with HR Green and GBAsi, the
consultant team developing this project.
At the March 26, 2024 meeting, City Council awarded the contract to Van Maanen Electric, Inc. of
Newton, Iowa, in the amount of $1,817,416.71. The table below shows the revenues and expenses for
this project.

The original design of Phase 3 of the ITS program planned to leave the three existing Gridsmart
detection systems to reduce costs, while the proposed detection systems would be systems manufactured
by NoTraffic. However, during the construction of Phases 1 and 2, it became evident that maintaining
a uniform detection system across all intersections significantly improves the operation of the ITS
system. Based on this finding, and available grant funding, a decision was made to replace the existing
Gridsmart systems with NoTraffic detection systems for consistency. The contractor agreed to apply
the bid unit price for NoTraffic installations to these three locations, resulting in a total change
order amount of $101,856.00, with the local share equating to $9,167.04.

ALTERNATIVES:
1. Approve Change Order No. 1 in the amount of $101,856.00.
2. Do not approve the change order and direct staff to pursue other options.
CITY MANAGER'S RECOMMENDED ACTION:
By approving this change order, key intersections along the Phase 3 corridors can receive
upgraded detection systems. Grant funding for this project results in the City's share of this
increase totaling only $9,167.04. Therefore, it is the recommendation of the City Manager that the City
Council adopt Alternative No. 1 as described above.
