Resolution approving amendment AGENDA AMES AREA METROPOLITAN PLANNING ORGANIZATION (AAMPO) TRANSPORTATION POLICY COMMITTEE COUNCIL CHAMBERS - CITY HALL DECEMBER 10, 2024 CALL TO ORDE R: 6:00 p.m. HEARINGS: POLICY COMMITTEE COMMENTS: ADJOURNMENT: 1 ITEM #:1 DATE:12-10-24 DEPT:AAMPO SUBJECT:FFY 2025-2028 TRANSPORTATION IMPROVEMENT PROGRAM AMENDMENT TRANSPORTATION POLICY COMMITTEE ACTION FORM BACKGROUND: To receive federal funds for regional transportation projects, it is necessary to be included in the AAM PO’s Transportation Improvement Program (TIP). The AAMPO’s current TIP contains projects programmed for federal fiscal years 2025 through 2028 and was adopted on July 9, 2024. MPOs are allowed to convert some of their Surface Transportation Block Grant (STBG) funds into planning funds to be used on transportation planning activities that are defined and budgeted in the MPO’s Transportation Planning Work Program (TPWP). These STBG funds must be programmed as a project in the Transportation Improvement Program (TIP) for this conversion to occur. The Iowa Department of Transportation (DOT) recently informed the AAMPO that the $440,000 in STBG funding that was already programmed in FFY 2024 for work on the 2050 Metropolitan Transportation Plan (MTP) and the Transportation Systems Management and Operations (TSMO) & Regional ITS Architecture document needs to be reprogrammed into FFY 2025 for the STBG funds to be converted properly. This reprogramming requires an amendment to the FFY 2025-2028 TIP. To address this issue, the amendment proposed is as follows: TPMS Project #52419 Modify the STBG funding amount in FFY 2025 from $187,500 to $421,180 Change the project description to: MPO Planning Activities: 2050 MTP, TSMO & ITS Architecture The $187,500 STBG amount previously shown in FFY 2025 was for the completing work on the 2050 MTP and TSMO/ITS Architecture document. Because this work will not be completed until the beginning of FFY 2026 (October 2025), the AAMPO will plan to add this funding ($187,500) back in FFY 2026 when developing the FFY 2026-2029 TIP in spring 2025. The proposed $421,180 STBG amount matches what was shown in the FY 2025 Transportation Planning Work Program (TPWP), which was approved by the Transportation Policy Committee on May 28, 2024. The Transportation Technical Committee and Transportation Policy Committee have reviewed this proposed amendment and unanimously recommended approval. A 10-day public comment p e r i o d was also held from November 26 to December 6, 2024, and staff received no public comments. ALTERNATIVES: 1. Approve the amendment to the FFY 2025-2028 Transportation Improvement Program. 2. Do not approve the amendment to the FFY 2025-2028 Transportation Improvement Program. 2 MPO DIRECTOR'S RECOMMENDED ACTION: The Transportation Technical Committee and Transportation Policy Committee have reviewed this proposed amendment and unanimously recommended approval. A timely approval of this amendment minimizes the risk of a delay in the MPO receiving its reimbursement funds for consultant work being done on the 2050 MTP. Therefore, it is the recommendation of the MPO Executive Director that the Transportation Policy Committee adopt Alternative No. 1, as noted above. 3
