HomeMy WebLinkAbout~Master - Waiving the purchasing policy and awarding a contract to Ion Wave Technologies, Inc. for Vendor Management and Electronic Bidding System Software in the amount of $69,580RESOLUTION NO. 25-012 RESOLUTION WAIVING PURCHASING POLICIES AND PROCEDURES REQUIREMENT FOR FORMAL BIDDING AND AWARDING SINGLE SOURCE CONTRACT FOR THE PURCHASE OF VENDOR MANAGEMENT AND ELECTRONIC BIDDING SYSTEM SOFTWARE FOR THE CITY OF AMES, IOWA WHEREAS, in December 2019, the Purchasing Division entered into a software-as-a- service (SAAS) agreement with Ion Wave Technologies, Inc. for a five-year term to provide a Vendor Management and Electronic Bidding System; and, WHEREAS, this software allows vendors to register for City business, provide contact information, and identify the products and services they provide. The software continues to improve communication, transparency, and record-keeping regarding the City's vendors. Additionally, it allows staff efficient management of the bidding process; and, WHEREAS, Iowa State University (ISU) competitively bid a Procurement Bidding/ Sourcing Software. As part of that bid, the vendor offered the software and associated pricing to other Regents Institutions, other State of Iowa public agencies, and municipalities; and, WHEREAS, Ion Wave proposed to provide the City with the software at a 3% increase per year by committing to extend the five-year agreement for an additional five years, which would be billed annually at a significant cost savings compared to single-year agreements. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the waiver of City purchasing policies and procedures requirements for competitive bidding to award a single source contact to Ion Wave Technologies, Inc. for Vendor Management and Electronic Bidding System Software in the amount of $69,580 is hereby approved.
