HomeMy WebLinkAbout~Master - May 3, 2021, COTA Meeting MinutesMinutes COMMISSION ON THE ARTS Virtual Meeting via Zoom Monday, May 3, 2021 Call to Order: The meeting was called to order at 5:00 p.m. by Tom Lockhart. Members present were Deanne Brill, Steven Kawaler, Dave Detlefs, and Nancy Gebhart. Staff member Brian Phillips was also present. Public Forum There was no one present for Public Forum Approval of the April 5, 2021 Minutes Steven moved and Deanne seconded to approve the minutes of the April 5, 2021 meeting. Motion carried unanimously. Fall 2021 Special Project Grant Hearings: 1. Story Theater Company – Frozen, Jr. ($1,000): Sue Ann Peters explained that Story Theater Company had requested funding for Frozen, Jr. The production was unable to be put on in June 2020, and was delayed due to COVID-19. The additional costs are related to production costs and honoraria due to hosting a musical. Nancy inquired how the ticket revenue estimate was developed. Sue Ann responded that the estimate is based on the participation in the online show. Steve asked about the additional honorarium for the director. Sue Ann indicated that there were more demands on a director due to the complexities of producing a musical. City Council Increase in COTA Funding Deanne indicated she liked Steven’s proposal. Steve explained that since the Council increased the budget 16%, the proposal would be to increase each allocation by 16%, up to the total request for each agency. The remaining funds would be in the special project grant reserve. The question was raised whether a special program could be created with the leftover funds. Brian indicated that was an option, or modifying the criteria or limits for the spring special project grants. Nancy indicated that she thought the City Council chose the requested amount specifically to provide that amount to each organization due to the uncertainty in the COVID -19 pandemic. That is the direction she would like to go. Moved by Deanne, seconded by Dave to accept Steve’s proposal to increase the grant recommendations by 15.9% for each organization, not to exceed the requested amount, with the remainder to go to the special project grants. Motion carried unanimously. Small Arts Grant in Partnership with Public Art Commission Tom explained that 15 applications totaling over $40,000 in requests were received. The committee will get together in the next few days to review and make recommendations to the City Council. Arts Capital Funding Brian noted that the criteria for this program will be developed in the next month as the Small Arts Grant program wraps up. Adjournment Tom reviewed the upcoming meeting dates. There being no further business before the Commission, the meeting adjourned at 5:49 p.m.
