COMMISSION ON THE ARTS
Council Chambers, City Hall
Monday, August 1, 2022
Call to Order:
The meeting was called to order at 5:00 p.m. by Nancy Gebhart. Members present were
Deanne Brill, Dave Detlefs, Steve Kawaler, and Jaime Reyes.
Public Forum
There was no one was in attendance for the public forum .
Approval of the June 6, 2022 Minutes
It was moved by Dave, seconded by Deanne, to approve the minutes of the June 6, 2022
meeting. Motion carried unanimously.
Approve Final Reports:
1. 2021/22 Annual Grant Final Reports
It was moved by Deanne, seconded by Dave, to approve the 2021/22 Annual Grant Final
Reports. Vote on motion 4-0-1 (Steven abstaining). Motion carried.
2. Spring 2022 Special Project Grant Final Reports
The Commission discussed that not all the funding was fully utilized by grant recipients. It was
moved by Jaime, seconded by Dave, to approve the 2022 Spring Special Project Grant Final
Reports. Vote on motion 4-0-1 (Steven abstaining). Motion carried.
Approve 2023/24 Annual Grant Application and Report Forms :
Nancy requested that the COTA acknowledgement specifically described on the special project
grant be used in the annual grant form.
Nancy also pointed out that there are extraneous periods in the lists on the forms.
Nancy asked whether there was a reason COTA funding was limited to non-profits. Brian
indicated he did not know of a policy reason, but there may be state law regarding city
contracting that could apply. He suggested that if that was something the Commission wanted
to consider, a discussion be placed on a future agenda for the subsequent round of grants.
It was moved by Nancy, seconded by Steve, to bring back at a future COTA meeting the concept
of allowing not-for-profits to apply for COTA funds. Motion carried unanimously.
It was moved by Dave, seconded by Jaime, to approve the 2023/24 Annual Grant Application
and Report Forms. Motion carried unanimously.
Approve Spring 2023 Special Project Grant Application and Report Forms:
Nancy mentioned that the dollar amount per award was higher in the previous year; she
wondered whether it should be kept at $3,000 for this year, given that there is over $8,000 in
funds available for grants this spring.
It was moved by Nancy, seconded by Deanne, to approve the Spring 2023 Special Project Grant
Application and Report Forms. Motion carried unanimously.
