Resolution awarding contract to Con-Struct, Inc., of Ames, Iowa, to move clay soil from Baker Subdivision site to City’s Steam Electric Plant’s ash site in the estimated amount of $71,968.20 (inclusive of taxes) DISPOSITION OF COMMUNICATIONS TO COUNCIL: COUNCIL COMMENTS: ADJOURNMENT: *Please note that this agenda may be changed up to 24 hours before the meeting time as provided by Section 21.4(2), Code of Iowa. 1 ITEM # ___1___ DATE: 04-02-21 COUNCIL ACTION FORM SUBJECT: CONTRACT TO MOVE CLAY SOIL FROM BAKER SUBDIVISION TO STEAM ELECTRIC PLANT ASH SITE BACKGROUND: Federal and state environmental regulations require the partial closure and reconstruction of the ash site located east of the Power Plant. To accomplish this, significant quantities of clay soil and topsoil need to be transferred to that location. As a result of sitework performed on behalf of the City at the Baker Subdivision site located just west of State Avenue at Tripp Street, there are two piles of excess clay soil available. Clay soil estimated in the amount of 11,300 tons was offered to Electric for free, with the stipulation that Electric arrange for and pay the cost of moving it from the Baker Subdivision site to the Steam Electric Plant’s ash site. Bid documents were issued on March 18, 2021, in the electronic bidding portal AmesBids to eighty-three companies and three plan rooms. The bids were based upon unit pricing for: 1) loading and hauling the clay soil via dump truck, 2) shaping the dumped loads into pile(s) at the ash site, and 3) surrounding the finished pile(s) with erosion barriers. On March 26, 2021, four responsive bids were received. The totals are based on a quoted cost-per-ton to haul multiplied by the estimated tons to be moved. Actual cost will be based on a time and material basis. Responding Supplier Response Total Sales Tax Evaluated Bid Price Staff reviewed the bids and determined that the contract should be awarded to Con- struct Inc., Ames, IA. Funding is available from the approved FY 2020/21 Ash Pond Modifications capital improvement project budget. ALTERNATIVES: 1. Award the contract for moving the clay soil from the Baker Subdivision site to the City of Ames’ Steam Electric Plant’s ash site to Con-struct, Inc., Ames, IA, in the estimated amount of $71,968.20 (inclusive of taxes). 2. Reject all quotations and requote. CITY MANAGER'S RECOMMENDED ACTION: The Baker subdivision site has excess soil and needs it to be removed. Electric Services needs soil once the ash pond modification project begins. By working together, the Baker subdivision project saves money on the disposal of the excess soil and Ames Electric Services saves money by obtaining free soil for the cost of hauling. Therefore, it is the recommendation of the City Manager that the City Council adopt Alternative No.1, as described above.
