SUBJECT: FY 2020/21 AIRPORT IMPROVEMENTS PROGRAM (RUNWAY 01/19
AND TAXIWAY A LIGHTING PROJECT)
BACKGROUND:
The Federal Government issued funding under the CARES Act (100% with no local
match), that allowed us to pay for the Electrcal Vault project budeget for FY 2020/21 with
these unexpected federal monies. These additional federal funds enabled us to
accelerate the Runway 01/19 and Taxiway A Lighting Project. This project was originally
shown in the FY 2021/22 Airport Improvements Program of the Capital Improvements
Plan (CIP). On November 10, 2020, City Council approved moving forward this $637,575
lighting project and awarded the professional services contract to Bolton & Menk.
The Runway 01/19 and Taxiway A lighting construction costs are estimated at $537,675
with an additional $99,900 in design and construction administration, bringing the
estimated total costs to $637,575. The Federal Aviation Administration (FAA) will fund
this project at 90% Federal participation with the 10% local match of $63,758 being
budgeted from the Airport Construction Fund. FAA regulations require that the grant
application be submitted after bids are received.
ALTERNATIVES:
1. Approve the plans and specifications for the FY 2020/21 Airport Improvements
Program (Runway 01/19 and Taxiway A Lighting Project), and establish April 21,
2021, as the date of letting and April 27, 2021, as the date for the report of bids.
2. Reject the Project.
MANAGER’S RECOMMENDED ACTION:
One of the primary goals of the Ames Municipal Airport is the safety of its users. By
approving these plans and specifications, the City Council will ensure the continued high
safety standards and quality of our airport facilities while leveraging federal funds.
Therefore, it is the recommendation of the City Manager that the City Council adopt
Alternative No. 1, as noted above.

SUBJECT: 2019/20 CONCRETE PAVEMENT IMPROVEMENT PROGRAM – (E 3RD
ST, E 2ND ST, DES MOINES AVE, CENTER AVE, DOUGLAS AVE – 7TH
ST TO 10TH ST, AND 5TH ST – NORHTWESTERN AVE TO GRAND AVE)
BACKGROUND:
This is an annual program to rehabilitate or reconstruct concrete street sections that
have deteriorated in order to prevent premature breakdown of the pavement. This work
will provide enhanced rideability to residents and visitors. This project involves a
pavement rehabilitation on E 3rd St, E 2nd St, Des Moines Ave, and Center Ave and
full-depth replacement of pavement on Douglas Ave and 5th St. During design
phase, the plans were prepared following the Complete Street Plan. On March 23rd,
City Council confirmed the sidewalk infill portion of the project as shown on the
attached map.
Staff sent letters to all residents/businesses and met with several residents/businesses
to obtain project input on staging, infill of sidewalk, construction timing, and special
access needs. All comments received were evaluated during project design. City of
Ames staff has completed plans and specifications for this project with a base bid and
alternatives for the type of pavement used on the reconstruction of Douglas Ave project.
Alternative A will be for using concrete and Alternative B is for using asphalt. A
table of total estimated costs for each Alternative is shown below:

ALTERNATIVES:
1. Approve the plans and specifications for the 2019/20 Concrete Pavement
Improvements – (E 3rd St, E 2nd St, Des Moines Ave, Center Ave, Douglas Ave,
and 5th St) project and establish April 21, 2021, as the date of letting and April 27,
2021, as the date for report of bids.
2. Reject the plans and specifications and direct staff to revise the project.
MANAGER’S RECOMMENDED ACTION:
By approving these plans and specifications, it will allow the project to be bid in April.
Rejecting these plans and specifications will delay the project. This project will result in
lower street maintenance costs, improve area drainage, and provide a better
neighborhood aesthetic.
Therefore, it is the recommendation of the City Manager that the City Council adopt
Alternative No. 1, as noted above.
