SUBJECT: RESOLUTION OF SUPPORT FOR AN APPLICATION FOR FEDERAL
AND STATE HISTORIC TAX CREDITS FOR THE CRANFORD
BUILDING AT 103 STANTON AVENUE
BACKGROUND:
Eric Eide, attorney for the property owner of 103 Stanton (Cranford Apartment Building)
is requesting a resolution of support for their proposed application to the state for historic
tax credits. A City of Ames statement of support for the Cranford Apartment Building
renovations would improve their scoring as part of the State’s evaluation of their proposed
project.
The Cranford Apartment Building at 103 Stanton was listed in the National Register of
Historic Places, effective July 24, 2023. The listing of this property was supported by the
City Council and the City’s Historic Preservation Commission last winter. The proposed
project will renovate the interior of the building and well as exterior features of the buil ding,
such as the windows.
Listing in the National Register allows the property to be eligible for both Federal and
State Tax Credits for qualifying rehabilitation work. Limited credits are available for
awarding. Determination is based upon a scoring system. One of the criteria is Local
Government Participation and Support. No local city financial participation is required
for the Historic Tax Credit process.
ALTERNATIVES:
1. Approve the attached resolution of support for the rehabilitation work and of historic
tax credits application.
2. Decline to approve the proposed resolution.
CITY MANAGER’S RECOMMENDED ACTION:
The property owner desires to undertake substantial renovations to the building that will
improve it and restore historic qualities of the building. The renovations will meet city
design requirements as well as standards of the State Historic Preservation Office
(SHPO) if they are awarded the tax credits. Support of this application does not commit
the City to any other obligations related to the project or administration of the tax credits.
Therefore, it is the recommendation of the City Manager that the City Council approve
Alternative #1 and approve the attached resolution of support for the rehabilitation work
and of historic tax credits application.
RESOLUTION NO. 23-498
RESOLUTION TO SUPPORT THE APPLICATION BY 103 STANTON, LLC FOR
HISTORICAL TAX CREDITS FROM THE IOWA ECONOMIC DEVELOPMENT
AUTHORITY FOR THE REHABILITATION OF THE CRANFORD BUILDING
FOR THE CITY OF AMES, IOWA
WHEREAS, 103 Stanton, LLC is making application to the Iowa Economic Development
Authority for historic tax credits related to the rehabilitation of the Cranford Building at 103
Stanton Avenue in Ames; and,
WHEREAS, the Cranford Building occupies a highly – visible corner on Lincoln Way
Avenue, directly across from the campus of Iowa State University; and
WHEREAS, the proposed rehabilitation project will restore the exterior of the Cranford
Building consistent with its original appearance; and
WHEREAS, the Cranford Building has a unique heritage, as it served as the first building
dedicated to providing housing for single women facility members at Iowa State, and
restoring/preserving it will ensure its continued economic viability well into the future; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa,
to publicly support the application.
