HomeMy WebLinkAbout~Master - PAC Meeting Minutes 07/22/20Page 1 of 2 PUBLIC ART COMMISSION, CITY OF AMES MEETING MINUTES – Special Meeting held July 22, 2020 HELD VIA ZOOM VIRTUAL MEETING Present: Sara Sherman (Chair), Penny Adam (Secretary), Erica Briest, Angie DeWaard (Vice Chair), Karen George (Treasurer), Amanda Gigler, Claire Kruesel, Olivia Madison, Brian Phillips (Interim City Liaison), Paola Sepulveda, James (Jim) Surber, Andrew Ward, Candace Zwank Absent: Taylor Carlson Public Forum/Guests: Ames Main Street Representatives; Elizabeth Erbes, John Hall A. Call to Order— Angie DeWaard, Vice Chair, called the meeting to order at 12:02. B. Approval of Special Meeting Agenda, held July 22, 2020 (Angie DeWaard, Vice Chair) Amanda Gigler moved and Olivia Madison seconded to approve the agenda with no corrections. C. Discussion and vote regarding Dahlquist lights and “The Vanishing Railyard” (the wall) near Tom Evans Park 1. Cost to remove wall and light fixtures a. Angie DeWaard believes we presently have a cost estimate to remove the wall (“The Vanishing Railyard”) however not for the light fixtures. It seems the discussion on the wall (“The Vanishing Railyard”) is more pressing given the street construction project. Brian Phillips mentions the Council is needing a recommendation regarding the wall (“The Vanishing Railyard”) with the lights being viewed as a separate maintenance item. b. Cost estimates to remove and deaccession the wall are about $24,500. Brian Phillips mentions this was not included in the earlier cost estimate for the street project however can be recommended to Council for inclusion. As most of this work is independent of the artwork it is thought most of this cost can be taken by the street project. Olivia Madison and Angie DeWaard mention that in good partnership with the City, PAC could contribute towards wall (“The Vanishing Railyard”) demolition (thought to be about $1,500). c. John Hall and the Main Street group are willing to work with PAC in determining new art for this area. Their opinion is the wall (“The Vanishing Railyard”) has served its purpose and there can be a next generation of art at this location. Olivia Madison and Claire Kruesel welcome the opportunity for PAC to partner with the Main Street group on public art to replace the “The Vanishing Railyard”. John Hall and the Main Street group are in agreement with PAC to repair and retain the light fixtures. 2. Cost to repair wall and light fixtures a. The maintenance repairs for the light fixtures can be a future project for PAC. Olivia Madison asks who originally paid for the light fixtures and was it a co-pay situation. Brian Phillips says the light fixtures are in the inventory and will verify who made the purchase. Angie DeWaard finds the light fixtures originally cost about $5,000, a co-pay is not mentioned. Angie DeWaard talked with David Page 2 of 2 Dahlquist about repairing the light fixtures who says this will be an involved project, basically reworking them to last another 25 – 30 years. He is developing an estimate to send to Angie DeWaard / Elizabeth Erbes. b. Angie DeWaard mentions David Dahlquist is developing an estimate to repair the wall; Elizabeth Erbes has not received a copy of this either. In 2009 repairs were about $10,000 and David Dahlquist thinks it will be higher today with different materials and labor. Due to this cost PAC didn’t pursue repairs at that time (2009). 3. Who is responsible for these costs a. PAC can contribute $1,500 towards demolition of “The Vanishing Railyard”; it is thought the balance can be incorporated into the street project. D. Call for a Vote 1. Olivia Madison made a motion to deaccession “The Vanishing Railyard” and contribute $1,500 towards demolition, Erica Briest seconded. Motion passed unanimously. Olivia Madison mentioned a deaccession request document needs to be completed and presented; Olivia Madison and Karen George will work together on this request. 2. Brian asks that a representative of PAC attends the Council meeting on July 28, 2020 in case there are questions; meeting start is at 6:00pm. Sara Sherman and Angie DeWaard plan to attend the meeting. E. Adjournment (Chair) James Surber moved to adjourn the meeting and Claire Kruesel seconded; Sara Sherman adjourned the meeting at 12:33 pm.
