HomeMy WebLinkAbout~Master - Joint Agreement Resolution for 2020 Census Metropolitan and Regional Population Adjustment JOINT AGREEMENT RESOLUTION FOR 2020 CENSUS METROPOLITAN AND REGIONAL POPULATION ADJUSTMENT WHEREAS, metropolitan planning organizations are established per federal regulations for urban areas with a population greater than 50,000 and serve as a forum for local officials to carry out the metropolitan transportation planning process within its metropolitan planning area boundary(hereinafter MPA);and WHEREAS,the Iowa Department of Transportation (hereinafter Iowa DOT) has elected to share certain multimodal transportation planning and programming responsibilities with local officials acting through regional planning affiliations;and WHEREAS,the Ames Area Metropolitan Planning Organization(hereinafter MPO)has been designated by its member agencies and the Iowa Governor to serve as the metropolitan planning organization for the Ames urban area;and WHEREAS,the Central Iowa Regional Transportation Planning Alliance (hereinafter RPA) has been designated by its members agencies to serve as the regional planning affiliation within Region 11;and WHEREAS, Surface Transportation Block Grant (STBG), Transportation Alternatives Set-Aside (TAP), and Carbon Reduction Program(CRP)funding is apportioned by the Federal Highway Administration(hereinafter FHWA)to states for projects that preserve and improve the condition and performance on federal-aid highways, bridges,bicycle and pedestrian infrastructure,and transit capital projects;and WHEREAS, the Iowa DOT allocates STBG, TAP, and CRP funding to metropolitan planning organizations based on population and to regional planning affiliations based partially on population that is initially delineated by the census- defined urban area boundary;and WHEREAS,the U.S.Census Bureau designated an Urban Area(UA)for Ames,and the MPO approved an updated MPA boundary,which was reviewed and approved by the RPA, Iowa DOT and the FHWA. NOW, THEREFORE IT BE RESOLVED THAT THE MPO AND RPA HAVE agreed that the Iowa DOT shall proceed with allocating STBG, TAP, and CRP funding, subject to all terms, conditions, and obligations connected with the federal programs,based on the resulting population adjustment utilizing the MPO MPA boundary as described below: Ames Census UA Population:66,342 MPO MPA Population: 70,322 Resulting Population Adjustment from RPA to MPO:3,980 THIS AGREEMENT TO BE IN EFFECT until the next decennial Census unless a special Census, approved boundary change,or decision to utilize a different boundary for population adjustment require an updated agreement. IN WITNESS WHEREOF,the parties hereunto have caused this AGREEMENT to be executed by their proper officials thereunto duly authorized as of the dates below indicated, in consideration so the mutual covenants, promises,and representations contained herein.
