HomeMy WebLinkAbout~Master - Allocating FY 2022/23 City ASSET Reserved Funds for Housing Services RESOLUTION NO. 23-205 RESOLUTION ALLOCATING FY 2022/23 CITY ASSET RESERVED FUNDS FOR HOUSING SERVICES FOR THE CITY OF AMES,IOWA WHEREAS, during its May 24, 2022, meeting, the City Council approved the recommendation from ASSET to reserve $11,652 in unallocated City ASSET funds for FY 2022/23 for housing service needs. In February 2022, City staff notified agencies contracting with the City to provide housing services of the available funds. Three requests have been made for the funds as follows: • ACCESS serves as the sole agency in Story County that provides emergency shelter for domestic violence clients. The full amount of funding available, $11,652, for emergency shelter services has been requested. ACCESS exhausted City funds in October 2022 and have had to turn clients away due to lack of capacity for the increased need for services.As noted in the request,the number of bed nights and total clients served for FY 2022/23 is on the rise and they anticipate surpassing FY 2021/22 numbers. • Salvation Army provides homeless prevention services that includes rent and utility assistance. While City funds are still available to draw down and community grant funding has been received through United Way, $9,000 has been requested to be able to serve more households through the end of the current fiscal year. The months of April, May, and June tend to be very high request months because the moratorium on utility disconnections ends on April 1. Rent and utility assistance helps prevent homelessness from occurring by keeping individuals and families in their homes. The funds also help people become established in more permanent housing by covering deposits and first month's rent. • The Bridge Home (TBH) contracts with the City to provide emergency shelter for individuals and families in the general population. The full amount of funds available, $11,652, for these services has been requested. TBH exhausted City funds for shelter in February 2022 and will be making a similar request to Story County for additional shelter funding. WHEREAS, housing services are the second and third highest priorities under the basic needs service category for Council's current ASSET priorities. The allocation of City funds will provide the support for this continued need in the community. Similar requests have been made to other ASSET funders, specifically Story County and United Way of Story County. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that allocating FY 2022/23 City ASSET Reserved Funds for Housing Services in the following amounts is hereby approved: • ACCESS: $5,575 for emergency shelter services for the months of April—June 2023. Funds shall be used to cover hotel rooms when the current shelter beds are at capacity. • Salvation Army: $2,600 for rent and utility assistance for the months of April—June 2023. • The Bridge Home: $3,477 for emergency shelter services for the months of April — June 2023. Funds shall be used to cover additional hotel rooms when the current shelter beds and two hotel rooms are at capacity. ADOPTED THIS I Ith day of April, 2023. W- � e em Renee kall, City Clerk John A.
