AT 214 S. SHERMAN AVENUE
FACTS
This application came before the Board by Jodi Stumbo, President and CEO of Shelter Housing
Holdings, LLC, (d/b/a The Bridge Home), as a Social Service Provider seeking Special Use Permit
within the Highway Oriented Commercial (HOC) Zoning District.
City PIanner, Eloise Sahlstrom, stated the property is located at 214 S. Sherman Avenue and is
proposed as one 34,580 sq. ft. building. The site it across the street from residential uses in the
South Lincoln Mixed Use Special Purpose Zoning .District. Properties to the north, south and east
are all commercial uses. The use of the building includes general office for TBH, a community
room and shelter area for housing of individuals and related support services. The building is
divided into three categories of use: Non-profit Organization Office/Shelter Services (17,256 sq.
ft.), Homeless Shelter (beds and support area of occupants) (15,520 sq. ft.), and Community
Facility (1.,704 sq. ft.). The site across the street at 207 S. Sherman Avenue is also owned by The
Bridge Home and is currently under construction for extremely low-income transitional housing.
Because the property will have over one -acre of disturbance a COSESCO permit is required. The
City has received the application but has not yet received the DNR General Permit #2. Given this,
a condition will be in place for the approval.
Staff believes the use can be found to meet the Special Use Permit standards for compatibility with
the surroundings and the City as a whole and has no material impact on the commercial land
availability and development opportunities.
Mindy Bryngelson, P.E. of CGA Engineers and Surveyors, testified she is eager to get started on
this project and that they have been working diligently with The Bridge Home and City staff to
overcome some of the hurdles to meet some of the square footage and landscaping requirements.
She informed. the Board that the Owner and Architect were also present with her if there were any
questions.
FINDINGS AND DECISION
The Board considered the facts as detailed above and provided in the staff report, the testimony
presented at the hearing, and adopted the Factual Findings and Conclusions in the Staff Report
and found that the project net the criteria consistent with zoning standards established in
§29.1503(4)(a)(c)(e) of the Ames City Municipal Code.
WHEREFORE, IT IS ORDERED that the Special Use Permit be GRANTED to allow Shelter -
Housing Holdings, Inc., (d/b/a The Bridge Hornc), a Social Service Provider, to develop the
property located at 214 S. Sherman Avenue into a new 34,580 sq. ft. building that would include
office, homeless shelter rooms, and a community space subject to the limitations of the capacity
and use of spaces described with the following conditions:
The DNR General Permit 92 must be received before any construction activity
commences including grading.
2. Final approval of the lighting plan by staff.
Any person desiring to appeal this decision to a court of record may do so within thirty (30) days
after the filing of this decision.
