CECILIA CATHOLIC CHURCH FOR A SPECIAL PARCEL ID: 05-27-452-010 USE PERMIT TO ALLOW FOR ALTERATIONS AND ADDITIONS TO A RELIGIOUS INSTITUTION DECISION & ORDER RESIDENTIAL LOW DENSITY (RL) ZONING DISTRICT AS REQUIRED BY AMES MUNICIPAL CODE SECTION §29.701 FOR THE PROPERTY AT 2900 HOOVER AVENUE FACTS This application came before the Board by Robert Ormsby of SVPA Architects, Inc., on behalf of St. Cecilia Catholic Church, requesting a Special Use Permit to allow for alterations to the roof line of the wcsternmost portion of the building (the sanctuary) and for an addition to the St. Cecilia Catholic Church located at 2900 Hoover Avenue. The site is within the Residential Low Density (RL) Zoning District. The RL zoning designation allows for religious institutions with the approval of a Special Use Permit. Table 29.701(2). City Planner, Benjamin Campbell, presented the Staff Report and indicated that the initial permit for the sanctuary was issued in 1971. Over the following decades, permits were issued for a church rectory, a church hall, and a school. In its application, the Church is proposing an addition of approximately 1,078 square feet to the west side of the building for sacristy, storage space and a mechanical room. The other proposed change is to the roof over the sanctuary. The proposal is to construct a new roof that is taller than the current sanctuary roof but lower than the church hall roof. There will also be cupola exceeds the maximum height, but which meets the height exception for architectural accents if the feature is less than 200 square feet. Staff recommends approval of the project. The Board accepted the Staff Report as presented and determined that the Application met both the general standards and the standards for a Special Use Permit in a residential zone. Section 29.1503(5). The Board also heard testimony from Korey Marsh of Snyder and Associates, Ankeny, Iowa, on behalf of the Applicant. FINDINGS AND DECISION The Board considered the facts as detailed above and provided in the Staff Report, the testimony presented at the hearing, and adopted the Factual Findings and Conclusions in the Staff Report and found that the project met the criteria for a Special Use Permit under §29.1503 of the Ames City Municipal Code. WHEREFORE, IT IS ORDERED that the Special Use Permit for alternations and additions to a religious institution within the Residential Low Density Zoning District located at 2900 Hoover Avenue is GRANTED. Any person desiring to appeal this decision to a court of record may do so within thirty (30) days after the filing of this decision. Dated this 14"' day of February 2024.
