DECISION & ORDER
Applicant Anita Howard requested approval of a Special Home Occupation permit to allow for a
one -chair hair salon in her residence located at 2101 Buchanan Drive. The home is located at the
corner of Buchanan Drive and Eisenhower Avenue, and it is flanked by sidewalks.
Planner Eloise Sahlstrom presented the Staff Report to the Board in which City Staff determined
that the request met the criteria set forth in Ames Municipal Code section 29.1304 for the
granting of a special use permit. The Board heard testimony from the Applicant regarding the
proposed operation of the home salon.
Notification of the Applicant's request was made to all property owners within 200 feet and a
notice of public hearing was placed in the front yard of the property. Three a -mails were received
in opposition to this request from Matt and Kathy Carney, Gene & Al Thielke and Helen and
Brad Blitvich, Matt Carney, 2108 Buchanan Drive, and John Sawyer, 2114 Buchanan Drive,
testified in opposition of the application. The stated concern of neighborhood residents was that
there would be an increase in traffic. Five previous neighbors of the Applicant testified in
support of the proposal, all stating that their neighborhood had not been negatively impacted by
Ms. Howard's business. Additionally, Ms. Howard presented evidence to the Board of expected
traffic at the salon.
Based on the evidence presented at the hearing, the Board found that: (1) sufficient parking
existed in the driveway, which could accommodate up to four vehicles, (2) no changes to the
premises were necessary, including no interior or exterior upgrades, (3) a maximum of 200
square feet of the total home area of 2,880 would be used for the salon, (4) no signage was
proposed or intended, (5) the business activity was limited to a one -chair hair salon that required
only typical salon equipment that might otherwise be found in a residence, (6) deliveries to the
home salon would be typical of those servicing residential properties, (7) the Applicant would be
the sole employee, (8) the hours of operation would be Thursdays from 10:00 a.m, to 7:00 p.m.,
Fridays from 9:00 a.m. to 500 p.m., and Saturdays from 9:00 a.m. to 3:00 p.m., by appointment
only, (9) no more than 10 appointments per day, resulting in less vehicular traffic than the
municipal code allows, and (10) no other home occupations would be allowed at the location.

DECISION The Board considered the facts as detailed above and provided in the staff report
and found that all the relevant standards in Section 29.1304(3) were met and established by the
Applicant.

WHEREFORE, IT IS ORDERED that the applicant is GRANTED, pursuant to Ames
Municipal Code Section 29.1304(3), a Special Home Occupation Permit to allow a hair salon to
operate out of the residential property located at 2101 Buchanan Drive with the requirement that
the Applicant require all clients to park in the driveway.
Any person desiring to appeal this decision to a court of record may do so within 30 days after
the filing of this decision.
