Staff determined that the proposed use is similar to martial arts instruction, which the Zoning Ordinance classifies as "Retail Personal, Business and Repair Services" within the category "Retail Sales and Services — General". Applicant described the proposed use as providing personal fitness training to individuals and in small group classes along with some retail sales. There will be three employees, including the applicant. Staff determined the use similar to martial arts instruction, which the Zoning Ordinance classifies as "Retail Personal, Business and Repair Services". The services will be operated on a personal appointment level and based on month to month membership. It will not be open to the public for fitness. Fitness centers are not allowed in GI districts as they are considered recreational use. The portion of the site proposed for this use is accessed from Borne Avenue just before the dead end at the Chicago & Northwestern Railroad tracks. A minor site development plan was recently approved for this site, identifying thirty-three spaces and including seven overstory tress dispersed around the paving area. Twenty-two spaces are required for the proposed use. There will be no changes to the exterior of the building.
