Tice Zoning Board of Adjustment cannot approve a Special Use Permit unless all of the
"General Standards" and the "Cell Site with Antenna" standards are met. In order to
facilitate review of this application for a Special Use Permit, the, applicant must address each of
the "General Standards" set forth in Section 29.1503, and in addition, the standards for a "Celt
Site with Antenna" set forth in Section 29.1307(8) of the Zoning Ordinance.

reason of excessive production of traffic, noise, smoke, fumes, glare, or odors.

The llot is zoned Urban more Residential Medium Density (UCRM). The zoninq code use
categories allows for basic utilifies, essential Public services and personal wireless
communications facilities, MetroNet's planned re_ purgosing of the booster station to house our
network optical gear and installation of the galvanized steel utility pole and antennas will be
consistent with the intent and ur Dees of the zone.
2. Standards for a Cell Site with Antenna: City staff shall review each administrative
application for the purpose of determining that the following standairds, set forth in 29,1307(8),
which are Iisted below, have been met,
(a) 'Tower Height. The applicant shall demonstrate, to the reasonable
satisfaction of city staff that the antenna is the minimum height required to
function satisfactorily. No antenna or tower shall be constructe4d, altered, or
maintained so as to project above any, of the imaginary airspace surfaces
describled in FAR Part 77: of the FAA guidance on airspace protection.

(f) Fencing. An opaque fence constructed of wood or masonry material, or other

MetroNet will install screening of the pole using a material that is consistent with existing
st[uctures in the area. MetroNet willi seek approval from the rity of any proposed type and
material before the installation of the pole screening.
(g) Air Safety. Support structures 200 feet in heigiht or taller, or those near
airports, shall meet aill Federal Aviation Administration regulations.

apart. Wireless facilities in rights -of -way are not subject to separation
requirements.

(b) Residential Zone Standards, The Zoning Board of Adjustment shall review each application for the
purpose of determining that each proposed use in a residential zone meets the following standards, as
well as those set forth in Section 29,1503(4)(a) above and, in addition, shall find adequate evidence that
each use in its proposed location wili:
(i) Not create excessivejy higher levels of traffic than the predominant pattern in the area and not create
additional traffic from the proposed use that would change the street classification and such, traffic shall
not lower the level of service at area intersections;
('i) Response: Operabons of the proposed MetroNetfiber optic network communication building will not
create higher leveis of traffic than the predominant pattern in the area. One network technician service
vehicle will access the site to commission new custorners, install networking equilornent or maintain
networking &40prnent approximately once a day.
(ii) Not create a noticeably different travel pattern than the predominant pattern in the area. Special
attention must be shown to deliveries or service trips in a residential zone that are different than the
normal to and frorn work travel pattern in the residential area;
(ii) Response.- Vehicle traffic entering and exiting the proposed Ames fiber optic network
communications building will be [Tiinimal and will not create a noticeable different travel pattern than the
current predominant pattern in the area once the site becomes operational.
(iii) Not generate truck trips by trucks over 26,000 pounds G,V.W (gross vehicular weight) to and from
site except for food delivery vehicles, waste collection, vehicles and moving vans; (Ord. No, 4159, 91-24-

(iii) ResponseThe nature of the operations of the fiber optic network comrnunicaflon building will not
generate trips into and out of the site by trucks over 26,000 pounds G\M
(iv) Not have noticeably different and disruptive hours of operation;
(iv) Response: Operation of the fiber optic network COMMLAnication will not have inoticieably different and
disruptive hours of operation. The majority of the time there MI be no personnel at the site.
(v) Be sufficiently desirable for the entire community that the loss of residential land is justifiable in relation
to the benefit
(v) Response: Operation of the fiber optic network communication buflicling will be sufficiently desirable
with MetroNet providing a superior alternative to servo ces currently offered by the existing wireiiine service
providers for telecommunications and video over an all fiber optic network, Due to the fact the building
is a decornrnissioned water booster station there will lae no loss of residential land
(vi) Be compatible in terms of structure placement, heiglht, orientation, or scale with the predominate
building pattern in the area;
(vi) Response: The overall building exterior will rernain the same piacement, height, orientation and
scale as it currently exists and is currently cornpatibie with the building pattern in the area.

(vii) Be located on the lot with a greater setback or with landscape buffering to minirnize the impact of thi
