FACTS
Applicant Cyndi Larson seeks a Special Home Occupation Permit to allow a professional
massage therapy business (called "Total Relaxation") to operate at the residential property
located at 820 Northwood Drive. Ms. Larson has had a special home occupation permit for the
last thirteen years at her current home located at 507 261' Street to provide massage therapy
services. Ms. Larson plans to move to 2820 Northwood Drive where she wishes to reestablish
her existing business. The City has not received any complaints concerning her existing location.
At the hearing, City Planner Eloise Sahlstrom reviewed the site plan, project description,
applicable law and proposed Findings of Fact and Conclusions. The facts show that off street
parking is available upon the double wide driveway at the Northwood property. On street
parking is also available in front of the residence. No changes will be made to the premises.
Approximately 120 square feet of the 2,223 square foot home will be used for the business,
which is approximately 5.4% of the total floor area of the home and 25% is the maximum
allowed. There will be no specialized equipment or deliveries. The applicant will be the only
employee and the hours or requested operation will be Tuesday from 2:00 p.m. to 5:30 p.m.,
Wednesdays, Thursdays and Fridays from 9:00 a.m. to 5:30 p.m. and Saturdays from 9:00 a.m.
to 12:00 p.m. by appointment only. There will be no more than four clients daily.
Board member Amelia Schoeneman asked if any current neighbors submitted letters of
recommendation. City Planner Sahlstrom stated there was a letter of reference from an existing
neighbor, but she did not have a copy of the letter accessible to her at the hearing. Neighbors
within 200' of the residence on Northwood had been notified and no concerns had been raised
prior to the meeting.
Applicant Cyndi Larson, 507 6`h Street, Ames, testified that she provides massage services to no
more than four clients per day. She spaces appointments with at least 30 minutes in between each
client but there is occasionally overlap if a client stays to talk after their appointment.

DECISION The Board considered the facts as detailed above and provided in the staff report,
and found that all of the relevant standards in Section 29.1304(3) were met and established by
the Applicant.
ORDER
WHEREFORE, IT IS ORDERED that the applicant is GRANTED, pursuant to Ames
Municipal Code Section 29.1304, a Special Home Occupation Permit to allow a professional
massage therapy business to operate out of the residential property located at 820 Northwood
Drive.
Any person desiring to appeal this decision to a court of record may do so within 30 days after
the filing of this decision.
