BACKGROUND AND PROJECT DESCRIPTION:
The request-is for approval of a Special Use Permit for a- Social Service Provider in a
Residential High Density (RH) Zoning District at 140 Lynn Avenue (Attachment 1 and 2)
for a temporary amount of time: The house at 140 Lynn Avenue.was constructed in 1928
and most recently occupied by the Sigma Alpha Epsilon Fraternity. At:the present time
there is-no. fraternity occupying the house. A Social Service Provider is an institutional
use as classified by the Zoning Ordinance and .includes a variety of social service types
of activities, including shelters and treatment programs.
In late June.2018, a fire at the Youth and Shelter Services (YSS) property located at 712
Burnett Avenue sustained enough damage to leave the structure unable to-be occupied.
The property at 71.2 Burnett Avenue was used as a residential addiction :treatment
program for girls. YSS desires to establish a temporary location for this residential
treatment -program since being displaced by the fire while evaluating options for a
permanent location.
- 140 Lynn Avenue is proposed to be a temporary location for the all-girls residential
treatment facility. YSS, anticipates six-twelve-months is adequate but could see-it.taking
up to 24 months to find a permanent location. The YSS-license allows up to 15 girls.
Currently,YSS averages 8-10 clients for this particular treatment facility. The average
stay per resident varies between 20-150 days, but averages out to around 90 days. This
residential treatment: facility will be fully staffed 24 hours a day, seven days a week.
Details of the program can be found in Attachment 3.

YSS will occupy only part of the building as it larger than their overall need. YSS.believes
the 140 Lynn Avenue site is a good fit because the layout is similar to the facilities at.the
712 Burnett house, i.e., several bedrooms, shared kitchen, parking for staff, room to.
Provide the programming and services explained in Attachment 3. The proposed use
should blend in with the area; as no changes will be needed to the structure or site. Traffic
will be negligible, since it will likely be staff and.visitors only without. The total capacity is
less- intensive that fully occupied fraternity. Occupancy of the- structure.is subject to
building code compliance for use as a shelter facility rather than as a fraternity.
PUBLIC COMMENTS:
Notification was made to all owners of property within 200 feet. A notice of public hearing
was placed on.the.property and published in the newspaper.
APPLICABLE LAW:
Chapter 29, Section 29.704: Development Standards for. the Residential High.Density
Zone
Chapter 29, Section 29.1503(4)(a), (c) and (e) of the Municipal Code states the-following:
(4) Review Criteria. Before a Special Use Permit application can be approved, the
Zoning Board of Adjustment shall establish that the following general standards,
as . well as the specific standards outlined in subsection (c)--below, where
applicable, have been or shall be satisfied. The. Board's action.shall be based on
stated findings of fact.. The conditions imposed shall be construed as limitations on
the power of the Board to act. A mere finding: that a.. use conforms to those
conditions or a recitation of-those conditions, unaccompanied by specific findings
of fact, shall not be considered findings of fact for the purpose of complying-with.
this Ordinance.
(a) General Standards. The Zoning Board of Adjustment shall review each
application for the purpose. of determining that, each proposed use meets the
following standards, and in addition, shall find adequate evidence that each use in
its proposed location will. (The standards are listed in this report below.)
(b). Residential Zone Standards. The Zoning Board of Adjustment shall-review
each application for the purpose of determining that each proposed use in a
residential zone.meets the following standards.'.."(The standards are listed in this
report below.)
(e) Conditions. The Board may impose such additional conditions it deems
necessary for the general welfare, for the protection of individual property rights,
and for ensuring that the intent and objectives of this Ordinance will be observed."

STATEMENT OF APPLICANT IN SUPPORT OF PROPOSAL: The applicant has
provided a description of .the residential program. It describes the number of possible
residents. and number of staff on site. An additional YSS document was provided that
details the. components of their residential treatment .programs. All documentation
submitted -describes .how the Social Service Provided meets the requirements for a
Special Use Permit.
FINDINGS OF FACT & CONCLUSIONS:
Based upon the submitted site and architectural plans and in addition to the facts provided
in the application, the following findings of fact and conclusions may be made regarding
the.standards of approval.
(A)General Standards:
(i) Be harmonious. with and. in accordance with the general principles and
proposals of the Land Use Policy Plan of the City.
Findings of Fact: There-are other large residential structures,-in-the area in addition
to 140 Lynn_Avenue, many of which house Greek organizations. This residential
treatment.facility will operate in a similar manner; with fewer residents. The area
is designated.RH in the Future Land Use Map, indicating housing options for the
highest density of uses in the City. Zoning allows for high density residential, group
living, and social service providers.
Conclusions: The proposed location is consistent with the intent of-the LUPP for,
the location of the most intense types of non-commercial uses.- The proposed use
will operate similar to a Greek organization in that multiple residents will share of
one large residential area. It can be concluded that the development meets,
General Standard (i) for a Special Use Permit.
(ii) Be designed, constructed, operated and maintained so as to be harmonious
and appropriate in appearance with the existing and intended character of
the general- vicinity and that such a use will not change the essential
character of the area in which it is proposed.
Findings of Fact: There are no changes proposed to the interior or exterior of the
structure. The site is situated adjacent to the St. Thomas Aquinas church parking
garage and across from commercial uses in Campustown. The. site .also abuts.
other high density zoned properties-The building will be available for residential
use at the end of the requested 24-month term of the Special.Use Permit-. The.
level of occupancy proposed is well below the maximum occupancy permitted :as
a fraternity. The proposed use includes supervision on site to monitor activities of
the.residents.

Conclusions: The.design of the structure and site works well for the intended use..
as.a residential treatment facility for a Social Service Provider. The combination-of
less.than 15.clients in combination with the description of the operations with.
supervision indicate no change in-the essential character.of the area as a mixed
high density,residential and fringe commercial area. It.can be concluded that the
development meets General Standard (ii) for a Special Use Permit. .
Not be hazardous or disturbing to existing or future uses in the same general
vicinity. '.
Findings of Fact: Social Service Provider is an allowed institutional.use through 'a
Special Use Permit in :the RH Zoning District. The proposed facility functions
similar to other residential uses in the area:
Conclusions: It will function as -a residential treatment. .facility. Residential
structures that house many people existing in the area, so-it can be deemed
compatible to those:existing uses. It can. be concluded that the development
meets'General Standard (iii) for a Special Use Permit.
(iv) - Be served adequately by. essential public facilities and services such as-
_ highways, streets-, police, fire _protection,. drainage. structures,, refuse
disposal, water and sewage facilities, and/or-schools.-
Findings of Fact: All City services are available to the site. The site includes
existing driveways to Lynn Avenue
Conclusions: All public .facilities are available to serve the site. Access and-
circulation will remain as is-for the proposed use:. It can be concluded that the
development meets General Standard.(iv) for-a.Special Use Permit.
(v) Not -create :excessive additional requirements at public .cost for . public-
facilities or services.
Findings of Fact: The proposed Social-Service Provider use will-not impact existing
infrastructure in anyway. It will function very similar to how it did when occupied
by a fraternity.
Conclusions:This use will not create additional requirements at public cost. It can
be_concluded that the use meets General Standard (v) for a Special Use
Permit.
(vi) Not involve uses, activities, processes, materials, and- equipment or
conditions of operation,that will be detrimental to any person, property, or
general..welfare by reason of excessive production of traffic, noise, smoke,
fumes,.glare, or odors.

Findings of Fact: The use as proposed will not 'create excessive smoke, fumes,
glare, or odors. The proposed use of the facility is a residential treatment-facility
with occupancy_levels well below prior operational levels.The traffic generated-for
the site can-be expected to be generally similar or less than-nearby uses.
Conclusions: The proposed Social Service Provided use will be a residential
treatment facility. Residential living is not intended to produce excessive. smoke,
fumes; orders-or.glare. Residential uses.are intended to be otherwise peaceful with
sleeping, eating and activity internal to the building or gathering space on site. The
proposed facility does not intend to allow for the production of elements that would
be disruptive across.property lines or streets. Traffic will be limited to residents or
visitors to the site. 1t can be,concluded that the use meets General Standard
(vi) for a Special Use Permit.
(vii). Be consistent with the'intent and purpose of the Zone-in which it is proposed
to-locate such use.
Findings of Fact: The proposed.use is an allowed use in the RH zoning__district
subject to a Special Use Permit issued by the Zoning Board of-Adjustment. The
purpose of the.zone is to accommodate high density uses in.areas adjacentto
campus and commercial areas. RH zoning allows for the widest range of use types
recognizing a ,need for diverse accommodations of needs for the community
overall.
Conclusions: The.proposed Social Service Provider will operate in manner similar
to a residential.use with occupants.that typically on site for 90 days or more. There
will be fewer residents than when it was occupied by a fraternity. The use is
intended to be temporary until a permanent location can be-found. It-can be
concluded that the use meets General Standard.(vii)for a Special Use Permit.
Residential Zone.Standards.
(1) Not-create excessively higher levels of traffic than the predominant pattern
in.the area and.not create additional traffic.from the proposed use thatwould
change the street classification and such traffic shall not lower the level of
-service at area intersections.
Findings of Fact: The proposed use.will .have no impact on existing traffic.
Residents will likely not. have the means to have or use a .car. The number of
residents and.staff will be less than when occupied as a fraternity.
Conclusions: Traffic volumes will be,low in and out of the site. Traffic would mostly.
-be limited to staff and occasional visitors. The street network will-be able maintain
the..current.street.classification and level of service once this facility opens. It can
be concluded that the development meets Residential Zone Standard (i)-for
a Special Use Permit.

Not create a noticeably.different travel pattern than the predominant.pattern
in.the area. Special attention must be shown to deliveries or service trips in .
a residential zone that are different than the normal,to and-from work travel
pattern in the residential area.
Findings of Fact: The driveways serving this site are off of Lynn Avenue. Staff and
visitors can.use the parking lot on site. The clients will.likely not have Cars on site-. - -:
Conclusions: The proposed use will not create a noticeably different travel pattern
off-site than the.predominant pattern in the area. Traffic accessing the site will not
travel through areas where current traffic patterns do not already.exist. It can be
concluded that the development meets Residential Zone Standard- (ii) for a-
Special Use Permit.
Not generate truck:trips by trucks over H,000. g.v.w.:(gross vehicle weight)
to and from the site except for -waste collection vehicles,-food. delivery
vehicles, and moving vans.
Findings of Fact:-The only trucks normally expected at the site are those stated in
the allowance above.
Conclusions: It can be concluded that the development meets Residential.
Zone Standard (ill) for a Special Use Permit.
(iv) . -Not have noticeably different and disruptive hours of operation.
Findings of Fact: The applicant describes their Operations as part of the application
materials. Adjacent uses are a mix of institutional, commercial, and residential with
not site hours of operation. The proposed residency and operating of meetings will
not..have disruptive hours of operation for the surroundings.
Conclusions:.It can be concluded that the-.development-meets. Residential
Zone.-Standard (iv).for a Special Use Permit. -
- -(v) Be sufficiently desirable for the entire community that the loss-.of residential.
land is'justifiable in relation to the benefit.
Findings of.Fact: The proposed use will be for a limited amount of time. It.will
function as a.residential-use and will provide housing for a specific Social Service
Provider. No_changes to the site are proposed. Therefore, it will result in-no loss of
residential land. .
Conclusions: It can be concluded that the development meets Residential
Zone Standard (v) for a Special Use Permit.

(vl) Be. compatible in terms, of'structure placement, height,.orientation, or scale
with the predominate building pattern in the area.
Findings ofFact: There will be no changes to the existing structure or site for this
use.
Conclusions: It can be concluded that the development meets Residential:
Zone Standard(vi) for a Special:Use Permit.
(vii) Be located on the lot with a greater setback or with landscape buffering to
minimize the impact of the.use on adjacent property.
Findings of Fact: There will be no changes to the existing structure or site for this
use.-
Conclusions: It can be concluded that the development meets Residential
Zone Standard (vi) for a Special Use Permit.
(viii) Be consistent with all other applicable standards in the zone.
Findings of Fact: There will be no changes to the existing structure or site for this
use.
Conclusions: It can be concluded that the development meets Residential
Zone Standard (viii) for a Special Use Permit.
Conclusion:
City staff has reviewed the information submitted by the applicant. Staff concludes that.
the proposed Social Service Provider intends to use the site at a residential treatment
facility. Using it as such meets the intent of.the RH Zone. It will function in a residential
manner as it did when previously occupied by a fraternity. However, the number of
residents-will be much less than maximum occupancy allows.
ALTERNATIVES:
1. The Zoning Board of Adjustment may approve the Special Use Permit fora Social
Service.Provider as a temporary use, limited to 2 years ending on.July 31, 2020,
at 140 Lynn Avenue based the findings of fact and conclusions stated herein, as
detailed on the submitted Site Plan documents.
2. The Zoning Board of Adjustment may approve the-Special Use Permit for a Social
Service Provider as a temporary use, at 140-Lynn Avenue with conditions.

3. The Zoning Board of Adjustment.may deny the request of a Special Use Permit for
a Social Service Provider as a temporary use at 140 Lynn Avenue.
RECOMMENDED ACTION:
Staff. concludes that the proposed Social Service Provided at .140 .Lynn Avenue is
consistent-with the general and specific residential standards required for granting a
Special Use Permit. This use will be temporary in nature. The recommend length of
approval is:for two years,-ending on July 31, 2020. There will-be -no interior or exterior
changes to the structure or site needed. 140 Lynn is a property that will,provide:YSS with
a cost effective temporary plan until a permanent location can be found, with minimal if
any impact to the surround properties:or area. Therefore, based upon the Findings of
Fact. and Conclusions above, it is the recommendation of the Department of .
Planning and Housing that the Zoning. Board of Adjustment act in accordance with
Alternative #1.

Program Description
Residential Treatment serves.an adolescent population in need of substance-use disorder treatment. The residential
programs provide structured gender responsive;trauma Informed environments.
Hours of Operation and Scheduling
Residential treatment is staffed 24-hours a day,7 days a week. Daily schedules are posted in each facility for easy access
by staff and adolescents.
Eligibility Overview
Residential Treatment is available to youth aged 12 to 18(or as determined clinically appropriate),diagnosed with a
qualifying substance use disorder utilizing the ASAM criteria.
Funding Overview
Funding for services is available from many sources,including.private insurance,Medicaid,non-Medicaid block grants,
and private pay.
Referral Sources
Adolescents are referred to residential treatment from various referral sources,including Juvenile.Court Services,
outpatient treatment programs,hospitals,schools;and family members.
Treatment Components
The residential programs incorporate highly-researched,gender responsive,trauma Informed,evidence-based
practices,which.include Motivational Enhancement Therapy through the use of Motivational Interviewing,Cognitive
Behavioral Therapy;Aggression Replacement Training(A.R.T.),Multi-Dimensional Family Therapy(MDFT),and the
MANDT System°.
A variety of treatment modalities are utilized,depending upon the needs of those being served. The treatment
programs Incorporate individual therapy sessions,therapy group session,and skill development groups: The specific
treatment modalities are based upon what is clinically determined to best serve the needs of everyone Involved.
The goal of the treatment program is to encourage behavioral,emotional,and cognitive change in the adolescents
served as well as In the family and social environment. Specifically,improvement in destructive behaviors and problems
associated with conduct,mood,affect,adjustment,Impulse control,and other mental health disorders,Therapists,
Counselors and Youth Recovery Specialists play an integral part In assisting the adolescents and their families during the
recovery process.
Education
Many adolescents.come.to residential treatment with pooreducational experiences and are behind in academic credits..
Our objective-is to assist adolescents in getting caught up and work toward earning their high school diploma or HiSet f
(high school equivalency).
We have structured school time daily.For those enrolled in school,a certified teacher through the local school district
teaches during the daily school time onsite. This teacher oversees each adolescent's educational plan and spends their
planning time communicating with family members and/or teachers at the adolescent's home school to ensure
academic success. Once an adolescent Is discharged,the YSS teacher will Issue a-report card and send to the home
school documenting the specific credits the adolescent earned while in treatment. I
If an adolescent is almost 18 years old or too far behind in work to realistically benefit from traditional coursework,they
may.decide to pursue a HISet(GED).These adolescents will also spend school time developing employment skills by
volunteering and job shadowing.
Personnel - -
A team approach is essential In meeting the needs of adolescents,placed in residential facilities. To make the team
approach work,the contribution and cooperation of all concerned with the adolescents is an absolute necessity.

Supervision of Employees
All staff are assigned a supervisor.Documented individual supervision,at a minimum,occurs monthly.Group
supervision occurs weekly in staff meeting.The goal of supervision Is to provide feedback.to employees to enhance their
job performance. This can include discussions about ethics,confidentiality,cultural competency,CARE standards,YSS
Policy and Procedures,and documentation requirements.
On-Call
Residential Treatment has a three tiered 24-hour on-call system available,24 hours a day.and 7 days a.week. The
specific people on-call are listed in the weekly staff schedule..Everyone's contact Information is located in.phone.
directory,located in the schedule binder,at each facility.
• YRS Coverage On-Call Includes a Youth Recovery Specialist or Youth Recovery Advocate.This on-call is to cover
a-shift,provide support if there was an Incident,or if an additional staff could help the shift go smoother.The
Support On-Call and/or Clinical On-Call will determine the need.
•. Support On-Call Includes the Program Manager,Operations Coordinators,and Lead Youth Recovery Specialists.
This on-call is to help de-escalate situations,answer questions about programming/schedule,clarify
rules/expectations and is available to.come into the facility when needed. -
• Clinical On-Call Includes Chief Operating Officer,Clinical Director,Admissions Manager,and
therapists/counselors.This on-call provides clinical consultation and is notified of incidents.
Food Service
-YSS food service is required to provide well-balanced meals that meet the nutritional guidelines of the Department of
Education,Food&Nutrition Bureau,and the State of Iowa Child Care Licensing requirements.
Supervision of Adolescents and Behavioral Expectations of Staff
Maintaining FULL supervision of ALL adolescents at ALL times means:
• Knowing the population counts and the location of each adolescent.
• Keep keys on your person at ALL times(preferably in a pocket and out of sight).Keep windows and doors locked
after dark.
• Doors must be locked to all areas of the facility that are not permitted to adolescents,unless staff is In the area.
• Know the behavioral management techniques utilized within the program. CORPORAL PUNISHMENT IS NOT
PERMITTED.
• Document fully all pertinent activity that occurred during your shift in contact notes.and/or Incident.reports.
• Observe and protect the right of every adolescent and their family to be treated fairly,with respect and dignity,
and to receive services in an environment free from.threats or physical harm.

Facility Cleanliness
• It is Important that adolescents feel comfortable while In treatment and that the facilities feel like home. Every

adolescents are responsible for the work as part of their assigned.chores. The residential team designsats own.

Associate VP of Prevention and Treatment
The Associate VP-provides leadership for the entire Prevention and Treatment Services Division. The Associate VP Is
part of the Senior Leadership Team and represents the prevention and treatment branches for the agency.The
Associate VP is.also Involved In national and statewide associations.
Behavioral Health Manager
The Behavioral.Health Manager oversees outpatient substance use programs in all YSS locations,along with managing
contracts and credentialing of all licensed clinicians and programs throughout Treatment Services.

Residential Chief Operating.Officer
The Chief Operating Officer oversees the residential programming at all residential locations by directly supervising the
Clinical Director,Program Managers,and Admissions Manager..Th Is-person oversees the implementation of agency
policy and procedures,serves on the Leadership Team,leads the Residential Quality Improvement team,and Is the.
residential representative to the YSS Quality Assurance team. This person is a member of the Residential Clinical On-Call
rotation and is Involved in national and statewide associations.
Residential Clinical Director The Clinical Director oversees the clinical program at all residential.locations and provides clinical supervision to
therapists and counselors.The Clinical Director is a licensed therapist and provides therapy for adolescents and families.
This person Is a member of the Residential Quality Improvement Team,the Residential Clinical On-Call rotation and is
involved in national and statewide associations.
Residential Adinisslons Manager
The Admissions Manager oversees the admissions for all residential locations and coordinates the Intake process from
marketing the program,generating referrals and admitting adolescents.The Admissions Manager secures funding
before intake and communicates with Utilization Review to ensure funding remains throughout the adolescent's stay.
This person supervises the Sales/Marketing Coordinator and Is a member of the Residential Quality Improvement Team
and the Residential Clinical On-Call rotation.
Residential Program Managers
The Program Managers oversee the day=to-day programming by directly supervising the program staff,which may
include Operations Coordinators and/or Lead Youth Recovery Specialists.The Program Managers provide orientation
and initial training for new employees,coordinate program services within and outside of YSS.These individuals lead
their weekly staff meetings and ensure that Information is cascaded to all.of their direct care staff.Both of them are
members of the Residential Quality Improvement Team and either the Ames or Mason City Residential Support On-Call
rotation.
Residential Therapists
Therapists,.at a minimum,hold a master's degree and are working toward being fully licensed in their.respected
field. Therapists provide individual,family,and group therapy to adolescents and their families through a variety of
therapeutic modalities in order to alleviate Identified substance use,mental health and behavioral problems.
Therapists,along with other members of the residential team,provide coordination to assist and strengthen the .
adolescent's skills to transition back Into their home and community. These individuals are members of the Residential
Clinical On-Call rotation.
Residential Certified Counselors
Certified Counselors,at a minimum,hold a Temporary CADC and are working toward being fully certified.Certified
Counselors provide individual,family,and group counseling to adolescents and their families through a variety of
therapeutic modalities. These individuals coordinate the adolescent and family's needs and assist with the transition
home. These individuals are members of the Residential Clinical On-Call rotation.
Residential Counselors
Counselors are Individuals working toward their tCADC and split their time between being a counselor and being a
Youth Recovery Specialist.These Individuals have a smaller case load In order to balance the two roles.These Individuals
are members of the Residential Coverage On-Call rotation.
Medical Prescribing Professionals
The medical prescribing professionals provide medical services including prescribing medication as needed through our
outpatient clinic.
Residential Operations Coordinators
The Operations Coordinators assist the Program Manager to ensure delivery of the dally programming and general
management of house. These individuals provide leadership and direct supervision for the Youth Recovery Advocates
and Youth:Recovery Specialists(YRS). The Operations Coordinators are members of the Residential Quality
Improvement Team and the Residential Support On-Call rotation.

Lead Youth Recovery Specidllsts(YRS)
The Lead YRS assist the Program Manager and Operations.Coordlnators and work alongside the Youth Recovery
Advocates.The Lead YRS are responsible for the daily living routine and general management.The position is mainly
one of supervising the:adolescents and implementing programmatic activities and the daily schedule.These.individuals
-are on the Residential Support On-Call rotation.
Youth Recovery Advocates
The Youth Recovery Advocates provide coverage throughout the week as well as advocate for the adolescents specific
needs while in treatment.These individuals keep connected-to the adolescents after discharge to ensure the transition
home goes smooth and-tracks follow ups for six months.These Individuals are on the YRS Coverage On-Call rotation.
-Youth Recovery Specialists(YRS)
Youth Recovery Specialists provide constant supervision and guidance of the adolescents,ensure that the daily schedule
Is followed,and guarantee that the program structure Is maintained. These individuals document adolescent.behavior
in behavior observation notes and group involvement in skill development group notes.
These individuals have the potential,of developing the strongest rapport with the adolescents and the biggest
Impact. They have the most contact and opportunity to encourage change. This_is.done In a number of ways,Including
building healthy relationships,modeling appropriate behavior,offering feedback,and facilitating groups.
Residential Lead Night House Specialist
The Lead Night House Specialist oversees the safety and security throughout the overnight by providing direct
supervision of the Night House staff,as well as working overnight shifts. This person Is a member of the Residential
Support On-Call rotation.
Residential Night House:Specialist
Night House Specialists(NHS)provide safety and security throughout the overnight hours. Each facility has a NHS who
conducts random bed checks during the night,The bed checks are random,so a pattern does not develop. Bed checks J
must be done every 15 to 30 minutes until the adolescents are asleep and then hourly with a minimum of five checks
documented between midnight and 6:00 a.m.There are some situations when more checks are required,Each NHS must j
document their checks on the punch time-clock at the time of the checks, The safety and security of the building are also
to be checked throughout the night and documented on the overnight checklists. Other duties are housekeeping,
scanning,etc.
Safety Coordinator
The Float NHM provides safety and security throughout the overnight hours but is not at one specific facility.These
individuals float between the residential and shelter facilities throughout the overnight. They provide supervision and
support to the other Night House Staff.
Residential Admissions&Marketing.Coordinator.
The Sales&Marketing Coordinator is responsible for the sales&marketing of the YSS Residential Treatment Programs,
This person promotes.and maintains communication with potential referral sources and is responsible for recruiting and
screening appropriate referrals. This person also works with the YSS Community Engagement Team.
Volunteers/In terns/AA.Con tocts/Men tors
YSS appreciates the time and Interest volunteers/Interns/AA/contacts/mentors bring to the lives of our adolescents.
These individuals enrich and/or bring specialized skills and Interests into the lives of the adolescents we serve and offer
opportunities for relationships and individualized attention that may be needed to enrich or"round out"an .
adolescent's treatment plan.They.are selected,checked,and oriented In the same manner as-paid employees and
Information that would tend to disqualify an applicant for employment also disqualifies a volunteer/Intern/AA contact.
12 Step contacts are arranged through collaboration between YSS and local 12 Step members. When adolescents want
to-learn more about 12 Steps and attend additional meetings, the Lead Advocate will coordinate and Introduce an
adolescent to a 12 Step contact. The contacts are then available to take adolescents to additional 12 Step meetings,as
long as the 12 Step contact is an approved driver.
