FACTS
Applicants Robert and Emily Howell are seeking a Special Home Occupation Permit to allow a
Bed and' Breakfast on the property located at 107 South Riverside Drive in the Riverside
Addition Subdivision.
The home is located in the Urban Core Medium Density (UCRM) Residential District, which
allows for a maximum of five (5) guest rooms for bed and breakfast establishments with
approval of Special Home Occupation. The owner plans to provide three (3) guest rooms for
lodging. 20% of the home (436 square feet) will be used for the bed and breakfast. The home
will provide off street parking for a maximum of four (4) vehicles. As part of the proposed plan
the property owner will create a paved parking area on the south side of the property where three
(3) parking spaces will be available for the guests and one (l) for the owner. The parking area is
separated from the neighbor to the south by a six-foot wood fence.
Breakfast will be the only meal provided, and it will be served before 11:00 a.m. Applicants will
be required to register upon their arrival and provide their name, address and license plate
number. The register will be kept on -site and will be available for inspection upon one day's
notice. The length of stay of any guest will not exceed two weeks from the time of registry.
City Planner Justin Moore reviewed the site plan, project description, applicable law and
Findings of Fact and Conclusions. There will be no regular delivery vehicles or other service
traffic associated with the proposed business aside from occasional cleaning staff, no signs for
the business will be posted, no other home occupations will be at the residence, and no physical
changes will be made to the single-family home. The applicants understand that the Special
Home Permit is not transferable to subsequent owners or to another property, and they are also
aware that they must comply with all local and state regulations.
Applicant Robert Howell, 107 S. Riverside Drive, testified that the proposed pavement would
match the concrete pavement currently there. Mr. Howell confirmed that only three bedrooms on
the second floor will be used for guests.

DECISION The Board considered the facts as detailed above and provided in the staff report,
and found that all of the relevant standards in Section 29.1304(3) were met and established by
the Applicant.

WHEREFORE, IT IS ORDERED that the applicant is GRANTED, pursuant to Ames
Municipal Code Section 29.1304, a Special Home Occupation Permit to allow a Bed & Breakfast
on the property located at 107 South Riverside Drive with the following conditions:
a. The bed and breakfast is limited to three guest rooms.
b. That the existing gravel driveway and maneuvering area be paved no later than
August 1, 2018.
C. The homeowner must be present during the occupancy of bed and breakfast
bedrooms by guests.
d. Maximum occupancy bed and breakfast is limited to two adults per guest room.
Any person desiring to appeal this decision to a court of record may do so within 30 days after
the filing of this decision.
