This spring, our 85-student studio worked closely with Reliable Street to design and build a public installation called SHIFT. The premise of this project, which was motivated by the input of Reliable Street, was to help connect local neighborhoods with the University community. They were incredibly generous with our students, helping us to understand the area and their site, providing design feedback in a public forum, assisting with construction, and organizing a public opening to celebrate the project. (please see the attached photos) My colleagues and I are grateful for our partnership with Reliable Street and for their support. The educational value of this project to our students cannot be understated. Our students continue to revisit the project and interact with their new friends at Reliable Street, bringing friends and family, and talking with other people they meet. As intended, SHIFT brings curious people (particularly children!) from around the neighborhood to Reliable Street and encourages them to sit, play, and talk with one another in public. It is a valuable demonstration for our students in the power of design and collaboration. We are looking forward to the continued growth of the Reliable Street project and its positive effects upon the area: increasing the vitality and cultural diversity of Ames while strengthening the relationship between ISU students and local residents. I think cultural spaces are quite under- provided for a city the size of Ames.. The idea of providing indoor space for activities will likely help in keeping noise contained. Economic development follows the encouragement of cultural creativity. I hope Ames is far-sighted enough to recognize this well- established linkage. Reliable is a very wide, and low traffic street.-Parking on both sides would have basically no impact on the neighborhood. To destroy green space for parking in such a situation would be a terribly short- sighted decision. I was one of the community members that was none too happy about the issues that arose early in it's inception but understand that all ventures will have growing pains but I am quite excited.about it's potential. My wife Tammi and I have lived @ 1512 Florida since 2000 and virtually since moving in to the neighborhood, we have dreamed of just what they hope to do with the space; a gallery, coffee shop, and studio spaces. Having the Lockwood Cafe there is a breath of fresh air and it is wonderful to have the community garden. I understand that Sharron Stewart has been doing some community outreach recently and I definitely feel that feeling have shifted and minds have been changed when it was fully explained to our neighbors what the actual plans for the space are. I hope to attend the council meeting this evening and would be happy to answer any questions you all may have at that time. The concerns listed below still stand; and I want to express our opinion that the loud music/beating drums is louder than most of the trains that pass through that area. When we and others purchased property in this area, we did so knowing there was train traffic and knew what that entailed. There was a viable business in that location that had little, if any, negative impact on the area. We never expected this area to develop into one that supports ad hoc music events and other happenings that are disturbing to several of us. Overall, the area as it is currently, appears to be a nuisance that does nothing to enhance the value of the properties in the area. As noted below, there is no running water in the proposed location; and, at times, it was noted water has been supplied through a water hose running across the street with a lawn chair covering the spicket in the street. This is not an acceptable method of providing utilities to a viable business....or any location. It seems to me that approval of the Special Use Permit before ensuring all necessary utility service requirements have been met is like putting the cart before the horse. Before the ZBA makes a final decision regarding this property, we respectfully request that appropriate City staff and members of the ZBA each make a personal site visit or visits to the area to see first-hand the current state of this property and consider whether they would like to have this project develop in their neighborhood. While restaurant could be a viable business, we are especially concerned with the "external" factors we have observed since this facility changed ownership. Loud music at various times throughout the week and weekend . Loud beating drums . Homeless person living either in a lean-to to the east of the main building or,perhaps, inside. . There is a kybo on the property - not sure what the purpose is but probably not sufficient for the size of crowds that gather on the lot . Omelets and hot coffee sold during the breakfast hour . The area looks like a junkyard . Fireworks . All night loud parties . Vandalism While street parking may be allowed according to city code, it seems there are far too many being served via street parking that will result in a nuisance to the properties immediately near the venue. And should they need more, which happened earlier,they end up parking all around the full block and beyond. That is allowed, I know; however, having cars parked in a manner that partially blocks our driveway is not acceptable. Since they have taken ownership of the facility,there have been several phone calls made by neighbors reporting the loud noises and complaint about the overall activities being conducted there. We ask that you consider these nuisances that impact the overall neighborhood as you consider this special use permit. Thank you for your consideration of our concerns.
