This case involves property located at 2622 Lincoln Way owned by the Collegiate United
Methodist Church. The property is located on a 4.9 acre parcel within the Campustown Service
Center (CSC) zoning district. Several buildings are located on the property and the last addition
to the main church sanctuary was constructed in 2006. City development standards contained in
Ames Municipal Code section 29.809 subject institutional uses to approval by special use permit.
The Church brought this application for a special use permit to allow for certain improvements to
the site and the Church submitted with its application a site plan as required by Ames Municipal
Code section 29.1503(2). The site plan disclosed that the proposed improvements involving the
construction of a sidewalk connecting the annex building on the property to the church, the
removal of an existing drive into the site off of South Sheldon Avenue, the removal of a curb
adjacent to the drive and a rear gravel area, and the addition of sidewalks in the rear of the
building. The proposed improvements collectively result in the construction of more than 150
square feet of impervious area. The site plan also provided for the installation of new lawn and
native grass seeding and the addition of a curb to separate the lawn and parking lot to the north
from the new sidewalks.
Planner Julie Gould presented evidence that the surrounding CSC neighborhood is comprised of
a variety of building/housing types, including multi -family apartments and multiple types of
commercial uses. The proposed improvements were found to be compatible with and appropriate
in appearance for the character of the area. She indicated that staff determined that the
improvements enhanced the overall appearance of the property by increasing the amount of
greenspace and landscaping. Staff also determined that the improvements would improve
drainage. City staff recommended approval of the request based on its analysis that the
application met all of the criteria for a special use permit, as set forth in section 29.1503(4).
Randy Larabee, on behalf of the Applicant, testified that they have studied many methods to
solve the concern of water drainage in the area along South Sheldon Avenue. He stated that the
sidewalk proposed creates ADA-compliant access from the annex building to the Collegiate

United Methodist Church. He mentioned that a garage is still planned to be built and the
proposed improvements will prepare the site for future plans. He indicated that the Church would
seek appropriate City approvals for the garage at a later date.
DECISION The Board considered the facts as detailed above and provided in the staff report,
and found that all of the relevant standards in Section 29.1503 were met and established by the
Applicant.
WHEREFORE, IT IS ORDERED that the applicant is GRANTED, pursuant to Ames
Municipal Code Section 29.1503, a Special Use Permit consistent with the Site Plan submittal
for the property at 2622 Lincoln Way.
Any person desiring to appeal this decision to a court of record may do so within 30 days after
the filing of this decision.
