RESOLUTION APPROVING THE USE OF LOCAL FUNDING FROM FY 2022/23
INTELLIGENT TRANSPORTATION SYSTEM PROGRAM TO COVER THE FUNDING
SHORTFALL FOR 2020/21 AND 2021/22 INTELLIGENT TRANSPORTATION SYSTEM
PROGRAM(PHASES 1 &2)
FOR THE CITY OF AMES,IOWA
WHEREAS, this Program provides for the construction of fiber optic communication and
technology platform for Phases 1 and 2 of the Intelligent Transportation Systems(ITS)Master Plan;and,
WHEREAS,the project will modernize the traffic signal system by providing a high-bandwidth
communication system that will integrate connected signals; and,
WHEREAS,it will allow the City to leverage technologies such as traffic adaptive and real-time
video,while significantly increasing the reliability and resolution of available transportation data;and,
WHEREAS,because the project funding sources include Iowa Department of Transportation
(IDOT)Iowa Clean Air Attainment Program(ICAAP)funds,the proj ect must follow IDOT development
policies and was let by the IDOT; and,
WHEREAS,the low bid received was approximately$600,000 over the engineer's estimate for
this project and due to the pricing volatility of conduit and wiring from the infiltration and supply chain
issues affecting the construction market,the resulting funding shortfall is $604,609; and,
WHEREAS,several options were explored for ways to come up with the funding shortfall and
the top suggestion was to use the local funding budgeted for Phases 3 of the ITS Program to make up
the shortfall for Phases 1 &2; and,
WHEREAS,FY 2022/23 has$462,740 from Road Use Tax Fund and$452,560 from G.O.Bonds
this totals $915,300 in local funding; and,
WHEREAS the$915,300 could be used to cover the$604,609 shortfall and still leave a balance
of$310, 691 that could be used as contingency or as savings for future years of the ITS Program; and,
WHEREAS,staff recommended reprogramming its ITS Program such that Phase 3 is moved to
FY 2023/24, and this would mean the rest of the phases would shift back at least one fiscal year
(depending on future funding availability).
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that
the use of local funding from FY 2022/23 ITS Program to cover the funding shortfall of Phases 1 &2
is hereby approved.
