HomeMy WebLinkAbout~Master - Agreement for Joint and Cooperative Action for Waste Disposal Operations by Boone County and the City of Ames through June 30, 2025 RESOLUTION NO.22-344 RESOLUTION APPROVING AGREEMENT FOR JOINT AND COOPERATION ACTION FOR WASTE DISPOSAL OPERATIONS BY BOONE COUNTY AND THE CITY OF AMES THROUGH JUNE 30,2025 FOR THE CITY OF AMES,IOWA WHEREAS, the Waste to Energy System includes the Resource Recovery Plant (RRP), a closed landfill, and the City of Ames Power Plant; and, WHEREAS, the landfill was closed in 1992 and any waste that cannot be processed into Refuse Derived Fuel(RDF)is currently disposed of at the Boone County Landfill,and these materials are accepted through a comprehensive plan for the Central Iowa Solid Waste Management Area(CISWMA), of which Ames is a member; and, WHEREAS,the Boone County Landfill and the City of Ames also have an Agreement for Joint and Cooperative Action for Waste Disposal Operations that originated in 1992 for five-year terms that were amended in 1997,2002, and 2007; and, WHEREAS, in 2012,the Amended Agreement was for ten years taking it through June 2022, and the Agreement provides for establishing the tonnage rates(tipping fees) at each facility; and, WHEREAS, staff has been working with Boone County staff to review and update the Agreement, and the revised Agreement will be in effect through April 30,2025,to coincide with the term of the current Comprehensive Plan for the CISWMA; and, WHEREAS, the Agreement may be terminated at any time by either party given there is 90 days written notice;the termination would then occur after a 12-month period to allow both parties to prepare for the termination of the Agreement; and, WHEREAS,the rate effective July 1,2022,for Resource Recovery and Story County customers at the Boone County Landfill will increase by$2.00 to $54.00 per ton. NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Ames,Iowa,that the Agreement for Joint and Cooperative Action for Waste Disposal Operations with Boone County through June 30,2025, is hereby approved.
