To Whom It May Concern:
Iowa's Quality Rating System (QRS) is a voluntary child care rating system for child development homes, licensed
child care centers and preschools, and child care programs that are operated by school districts. Introduced in 2006,
the QRS was developed:
• to raise the quality of child care in Iowa
• to increase the number of children in high-quality child care settings
• to educate parents about quality in child care
There are five levels in the QRS and each level has a different set of criteria, each building upon the latter. These
criteria provide participating child care programs a guided way to improve the quality of child care they provide.
Joni King's participation in the QRS began in 2007, when she was awarded a Level 2 QRS rating. In 2008, Joni was
awarded a Level 3 QRS rating. In March 2015, Joni King was awarded a Level 4 QRS rating. In order to achieve this
level of quality, Joni completed the following:
• Current registration as a Category C1 Child Development Home
• ChildNet Certification
• Active ram in the USDA's Child and Adult Care Food Pro CACFP

• Completion of Medication Administration for Iowa Child Care Providers training
• Completion of eight hours of training in Family Child Care Environment Rating Scale(FCCERS)
• Completion of a comprehensive FCCERS Self-Assessment
• Completion of a FCCERS Improvement Plan
• Provision of a comprehensive orientation process for new families
• Membership in a professional organization (Iowa Association for the Education of Young Children)
• Completion of over 64 hours of professional development training in a two year period
• Completion of 20 hours of training in Positive Behavioral Interventions&Supports(PBIS)
• Completion of 40 hours of training Program for Infant Toddler Care(PITC)

Iowa looks to child care providers to nurture children, prepare them for school and support parents. Iowa Child Care
Resource & Referral (CCR&R) offers trainings to both experienced providers and new providers entering the field. Trainings
help educate individuals on what it takes to provide quality care.
Child Care Consultants spend hours with DHS Registered Child Development Homes, DHS Licensed Centers, non-
registered child care homes, DHS Licensed Preschools and Department of Education programs providing technical
assistance and conducting on-site visits. This allows consultants to build relationships and work with providers to enhance
quality.

Parents want their children to be safe and taken care of while in a child care setting. When reaching out to CCR&R,
parents are given information on all types of early child care and education programs. They are given 5-10 provider
referrals in their area who may meet their needs and a booklet on how to identify quality programs. CCR&R
encourages parents to choose care through quality initiatives, but the decision often becomes based upon cost of
care.
Afamily earning the median income of$61,990 with an infant in child care would pay:
16% of their income before taxes, if their child was in a licensed center
• 11% of their income before taxes, if their child was in a registered home
