HomeMy WebLinkAbout~Master - 2021 Resource Recovery Annual Report RESOLUTION NO. 22-069 RESOLUTION APPROVING 2021 RESOURCE RECOVERY ANNUAL REPORT FOR THE CITY OF AMES WHEREAS,the previous year proved to be very challenging with the effects of COVID-19 and the completion of major improvements at the Ames Power Plant; and, WHEREAS, federal requirements dictating the amount of Refuse Derived Fuel (RDF)that can be fired along with completing the Power Plant maintenance activities led to a temporary increase in the amount of rejects being processed and hauled; and, WHEREAS,the Resource Recovery System(RRS)continues to be a very effective method for waste management and landfill diversion; and, WHEREAS, the Resource Recovery Annual Report shows that 51,223 tons of Municipal Solid Waste(MSW)was generated within the partner communities and agencies during 2021; and, WHEREAS, approximately 40,040 tons was received at the Plant and processed to create 23,598 tons of RDF, and an estimated 1,307 tons of metal and 256 tons of glass were recovered for recycling; and, WHEREAS, additional items were diverted from the landfill including almost 13 tons of Househould Hazardous Materials, 15 tons of organics,6.4 tons of pumpkins from the Great Pumpkin Disposal Program,and approximately 100,000 pounds of household items that would have otherwise been destined for the landfill; and, WHEREAS, major improvements to the Power Plant boilers that began in 2019 were completed in the fall of 2020, and this will enhance the capacity of co-firing RDF and allow increased efficiency of the Resource Recovery Plant,which will provide a redundancy and resilience for the haulers and other customers; and, WHEREAS, revenues from all sources totaled $4,514,203 and total expenses were $4,254,055,which resulted in a net increase of$260,148 to the Resource Recovery fund for 2021; and, WHEREAS, the per capita fee charged to member agencies will remain at $10.50 and will be billed according to the results of the 2020 census; and, WHEREAS,based on projected financial needs to meet future operating,maintenance,and capital needs, the tipping fee will be raised to $62.50 beginning July 1, 2022. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the 2021 Resource Recovery Annual Report is hereby approved, and staff is authorized to distribute the Report.
