This Special Use Permit will not be granted unless sufficient facts are presented with
the application, and at the Planning and Zoning Commission and Zoning Board of
Adjustment meetings, to support a finding that all the general and specific standards
for granting a Special Use Permit have been met.
Obtaining this Special Use Permit does not absolve the applicant from obtaining all other
applicable permits, such as Building Permits, IDOT access permits, etcetera.

Special Use Permit Supporting Information
for a Site in a Commercial Zone
(This form must be filled out completely before your application will be accepted.)
Section 29.1307(4) of the Zoning Ordinance states that a Special Use Permit is required for a
cell site with antenna that is either not mounted on an existing tall structure or is more
than 20 feet higher than the tall structure on which it is mounted. Such a cell site with antenna
shall not be permitted except pursuant to a Special Use Permit issued by the Zoning Board of
Adjustment in accordance with Sections 29.1503 and 29.1307.
The Zoning Board of Adjustment cannot approve a Special Use Permit unless all of the
"General Standards". the "Cell Site with Antenna"standards, and the "Commercial Zone
Standards"are met. In order to facilitate review of this application for a Special Use Permit, the
applicant must address each of the "General Standards" set forth in Section 29.1503, the
standards for a "Cell Site with Antenna" set forth in Section 29.1307(7), and the "Commercial
Zone Standards"set forth in Section 29.1503(4)(c) of the Zoning Ordinance.
(Note: The applicant's explanation of how the request meets each standard may be attached on
a separate sheet if sufficient space is not provided.)
1. General Standards. The Planning and Zoning Commission and the Zoning Board of
Adjustment shall review each application for the purpose of determining that each proposed use
meets the following standards, set forth in 29.1503(4)(a), and in addition, shall find adequate
evidence that each use in its proposed location will:
(a) Be harmonious with and in accordance with the general principles and proposals of the
Land Use Policy Plan (LUPP).
Explain how the request meets this standard.
The Land Use Policy Plan does not specifically address wireless facilities. The facility will not inhibit the
future growth of the parent parcel or of the area. The parcel already contains a viable business. Future
redevelopment has been planned for with the location of the proposed facility in the Southwest corner.
(b) Be designed, constructed, operated, and maintained so as to be harmonious in
appearance with the existing or intended character of the general vicinity and that such
use will not change the essential character of the area in which it is proposed.
Explain how the request meets this standard.
The property is zoned with a Commercial designation and the facility will be harmonious with commercial
uses. The facility is accessory to other uses in the area, and does dominate the overall aesthetic of the
neighborhood. The pole is no less harmonious than a transmission line pole, utility pole, street light,
telephone pole or other infrastructure that is accepted in return for the conveniences this infrastructure
provides.
(c) Not be hazardous or disturbing to existing or future uses in the same general vicinity.
Explain how the request meets this standard.
The proposed facility will meet all codes, including industry-specific wind codes that address wind gusts
and account for ice. The facility emits no light, dust, or odors and will generate two to four vehicle trips
per month and is therefore not hazardous or disturbing to the existing or future commercial uses in the
vicinity.
(d) Be served adequately by essential public facilities and services such as highways,
streets, police, fire protection, drainage structure, refuse disposal, water and sewage
facilities, and/or schools.
Explain how the request meets this standard.
The facility is adjacent a highway. The facility is served by fiber and power, and no other
infrastructure or services are needed.
(e) Not create excessive additional requirements at public cost for public facilities and
services.
Explain how the request meets this standard.
The only impact to the existing infrastructure system is the delivery of fiber and power to the site.
The delivery of these services is paid for by the applicant. The facility will generate two to four
vehicle trips per month.
(f) Not involve uses, activities, processes, materials, equipment, or conditions of operation
that will be detrimental to any person, property, or general welfare by reason of excessive
production of traffic, noise, smoke, fumes, glare, or odors.

The facility will not produce excessive traffic, noise, smoke, fumes, glare, or odors.
(g) Be consistent with the intent and purpose of the Zone in which it is proposed to locate
such use.
Explain how the request meets this standard.
Wireless facilities are encouraged to be away from residential development, and this facility was
located on the proposed parcel in large part due to its distance as far from residential as we were
capable of locating it.
2. Standards for a Cell Site with Antenna: The Planning and Zoning Commission and Zoning
Board of Adjustment shall review each application for the purpose of determining that the following
standards, set forth in 29.1307(7), which are listed below, have been met, in addition to the
"General Standards"and the "Commercial Zone Standards".-
(a) Necessity. The wireless communications company shall demonstrate, using
technological evidence, that the antenna must be located where it is proposed in order to
satisfy the antenna's function in the company's grid system.
Explain how the request meets this standard.
A report is being produced by Verizon Wireless, the tenant on the tower, to demonstrate
deficiencies in its current network in this area and to also demonstrate that a tower at this location
at the height proposed is the least intrusive, most effective means of alleviating the network
deficiency.
b) Co-location Effort. If the wireless communications company proposes to build a tower
(as opposed to mounting the antenna on an existing tall structure), it shall demonstrate
that it contacted the owners of tall structures within a one-quarter-mile radius of the site
proposed, asked for permission to install the antenna on those tall structures, and was
denied for reasons other than failure to agree on compensation. The Zoning Board of
Adjustment may deny the permit if it concludes that the applicant has not made a good
faith effort to mount the antenna on an existing tall structure.
Explain how the request meets this standard.
A map accompanies this application. There are no tall structures within one-quarter mile of the
proposed facility. The tallest building in the area is less than thirty-five feet in height.
(c) Antenna Height. The applicant shall demonstrate, to the reasonable satisfaction of the
Zoning Board of Adjustment, that the antenna is the minimum height required to function
satisfactorily. No antenna that is taller than this minimum height shall be approved.

Verizon requested a much higher antenna centerline, but has accepted an antenna height of
ninety feet to accommodate development a tower on this property.
d) Setbacks from Base of Antenna Support Structure. The minimum distance between the
base of the support or any guy anchors and any property line shall be the largest of the
following:
(i) 50% of antenna height;
(ii) The minimum setback in the underlying Zone; or
(iii) 60 feet.

The tower is sixty feet from all property lines.
(e) Antenna Support Structure Safety. The applicant shall demonstrate, to the reasonable
satisfaction of the Zoning Board of Adjustment, that the proposed antenna and support
structure are safe and the surrounding areas will not be negatively affected by support
structure failure, falling ice or other debris, or radio frequency interface. All support
structures shall be fitted with anti-climbing devices, as approved by the manufacturers.
Explain how the request meets this standard.
A letter will be provided by the tower manufacturer at the time of permitting that the structure
meets all applicable codes.
f) Fencing.An opaque fence constructed of wood or masonry material, or other substantial
material, that is consistent with the existing structures on the proposed site and approved
by the Zoning Board of Adjustment, shall be installed around the antenna support
structure and other equipment unless the antenna is mounted on an existing structure.
Explain how the request meets this standard.
Presently, a black chain link fence is proposed because it is felt that this is the least visually
intrusive means of protecting the outer perimeter of the compound, but a wooden fence can be
utilize in lieu of said chain link fencing.
g) Co-location. In order to reduce the number of antenna support structures needed in the
community in the future, the proposed support structure shall be required to
accommodate other users, including other wireless communications companies and local
police, fire, and ambulance companies.

Please see cover letter regarding the tower owner's willingness to allow collocation on the tower.
(h) FCC License. The wireless communications company shall provide proof that it is
licensed by the Federal Communications Commission.
Explain how the request meets this standard.
Verizon Wireless is licensed by the FCC to operate in Ames Iowa. A copy of Verizon Wireless'
FCC market license is forthcoming and will be supplied on or before October 171n
i) Required Parking. If the cell site is fully automated, adequate parking shall be required
for maintenance workers. If the site is not automated, the number of required parking
spaces shall equal the number of people on the largest shift.
Explain how the request meets this standard.
The site is unmanned. Ample parking exists on-site to accommodate Verizon Wireless'
intermittent visits to the site.
6) Painting. Antenna support structures should be painted in such a manner as to reduce
the visual impact and create a harmonious appearance with its surroundings.
Explain how the request meets this standard.
Applicant does not intend to paint the tower. The tower will be finished in galvanized steel, which
is a low-sheen, non-glare, long-lasting outer material that does not require significant ongoing
maintenance.
(k) Site Plan. A full site plan shall be required for all cell sites, showing the antenna,
antenna support structure, building, fencing, buffering, and access.

1) Air Safety. Support structures 200 feet in height or taller, or those near airports, shall
meet all Federal Aviation Administration regulations.

Please see attached FAA authorization confirming that a tower can be built to ninety-five feet (95')
in this location without causing a hazard to air navigation.
3. Commercial Zone Standards. The Planning and Zoning Commission and the Zoning Board
of Adjustment shall review each application for the purpose of determining that each proposed
use in a Commercial Zone meets the "Commercial Zone Standards", set forth in 29.1503(4)(b),
which are listed below, in addition to the "General Standards"and the standards for a "Cell Site
with Antenna"and shall find adequate evidence that each use in its proposed location will:
(a) Be compatible with the potential commercial development and use of property planned
to occur in the area.
Explain how the request meets this standard.
The tower is in the Southwest corner of the parent parcel. While the tower meets setbacks,
applicant has worked with the property owner to ensure the continued flexibility of development
options on the parcel.
(b) Represent the sufficiently desirable need for the entire community that the loss of
commercial land is justifiable in relation to the benefit.
Explain how the request meets this standard.
The project encompasses .1 Acre of land is not being lost to the project, as the property remains
taxable and is only a leasehold estate that will revert back to the property owner at the conclusion
of the lease. Further, the vital demand for premium wireless infrastructure to support commerce
far outweighs the minimal amount of space the facility will occupy.
(c) Be consistent with all other applicable standards in the zone.

The project meets all criteria that are codified relating to the standards for wireless communication
facilities.

Special Use Permit Site Development Plan Checklist
for a Site in a Commercial Zone
(This form must be filled out completely before your application will be accepted.)
The applicant shall provide seven (7) copies of a Site Development Plan, which includes
the information described below, as set forth in Section 29.1502 of the Zoning Ordinance.
�fC] Seven (7) copies of a Site Development Plan, drawn to scale on a sheet not to exceed
24" x 36", and one (1) reduced copy no larger than 11" x 17".
The Site Development Plan must be prepared by a Civil Engineer, a Land Surveyor, a
Landscape Architect, or an Architect. The site plan must be certified as "substantially
correct" by a Professional Engineer, a Land Surveyor, a Landscape Architect, or an
Architect, licensed by the State of Iowa, showing the following information as of the date
of the application.
Note: With approval by City staff prior to submitting the Site Development Plan, it muy be possible
to exclude some of the following items from the Site Development Plan. Please place a check mark
in the box in front of each item that is included as part of the application materials submitted for
approval.

If the project is located along U.S. Highway 69, access to U.S. 69 shall be reviewed by the
I.D.0.T. and a meeting shall be held that includes I.D.0.T. staff, the City traffic engineer,
other appropriate City staff, the developer, and the developer's plan preparer to agree on
access prior to the submittal of the site plan.
Existing and proposed contours at 2-foot intervals, based on City datum, when an
application pertains to any new permanent detached building or structure (principal or
accessory).

❑ Evidence that the proposed work or activity will comply with the Outdoor Lighting Code, set

Specifically, the application shall include:
❑ Plans indicating the location on the premises, and the type of illuminating devices,
fixtures, lamps, supports, reflectors, and other devices;
❑ A detailed description of the illuminating devices, fixtures, lamps, supports, reflectors,
and other devices. The description shall include manufacturer's catalog cuts and
drawings, including sections when requested; and,
❑ Photometric data, such as that furnished by manufacturers, showing the angle of cut off
or light emissions.
❑ Location of waterbodies, watercourses, swamps and flood-prone areas with delineated
channel encroachment lines, wetland boundary lines, 100-year flood plain boundary line,
and floodway boundary line.
❑ When an application is located in a flood-prone area include existing and proposed site
grades, contours and elevations, base flood elevation data, top-of-foundation elevations,
finished floor elevations, and any proposed watercourse relocation.
❑ When an application for development involves 0.5 acres, or more, of cumulative disturbed
area(s), a Sediment Erosion Control Plan shall be submitted. However, such a Plan may be
required for applications with disturbed land of less than 0.5 acres, if deemed necessary by
the Planning Director.

Special Use Permit for a Site in a Commercial Zone
Permission to Place a "Zoning Action Pending" Sign
on Private Property
(This form must be filled out completely before your application will be accepted.)
Section 29.1500(2)(d)(iii) of the Zoning Ordinance, requires that notice shall be posted by the
City on signs posted on the subject property. One sign shall be posted for each public street
frontage. Required signs shall be posted along the perimeter of the subject property in locations
that are highly visible from adjacent public streets not less than seven (7) days prior to the
meeting or hearing, unless otherwise prescribed by statute.
The owner of property at hereby grants the City of Ames
permission to place "Zoning Action Pending" signs on the property for the purpose of informing
interested persons of the request for action by the City of Ames.
I understand that the signs will be placed on the property several days prior to action on
the request of the Planning and Zoning Commission, Zoning Board of Adjustment, or the
City Council, and may remain on the property until the request has been approved or
denied by the City.
