Riverside Manor has left the location because of flooding. There is every reason to believe that it will flood again. If the apartment complex is elevated, it could be isolated by a flood,necessitating rescue and salvation efforts at public expense. If the complex is elevated, flood water will be diverted to adjacent properties. If there is a substantial area of concrete, land that should be absorbing and draining water will not fulfill these functions. We have lost over 30 houses in our neighborhood since the 1993 flood.
