I have attached public comments for the ZBA adjustors meeting tonight
regarding 1204 4th St. parcel subdivision and high density
development.

(2) The danger that materials may be swept onto other lands or down stream to
the injury of others.
A parking lot is designed west of the facility within the flood plain fringe. The
parking lot is west of the flood wall, and it is nearer to the Squaw Creek floodway
than the apartment buildings.
Cars swept from this parking lot could be moved onto other lands and may cause
flow restriction anywhere from the S 4th St.bridge to the bridge at S. Duff Avenue. A
restriction could impact Iowa State University, Cold Water Links and nearby
apartments,the neighborhood north of S 4th St(should the restriction occur at the S
4th St.bridge), and businesses along S. Duff Avenue (should the restriction occur at
the S Duff Avenue bridge).
The danger that materials may be swept onto other lands or down stream is
increased by this design.
(4) The susceptibility of the proposed facility and its contents to flood damage
and the effect of such damage to the individual owner.
In the 2010 flood,the primary damage to this facility did not come from Squaw
Creek. Instead, it was flash flood flow along 3rd St and 4th St east of the facility. This
plan does not decrease flash flood risk from 3rd St.and 41h St., and the owner has
already taken action to reduce the impact of flash flood on the facility and its
residents.
It hasn't been clearly shown that the residents of 1204 S 41h are at risk to the base
flood elevation of 895 ft.
(5) The importance of the services provided by the proposed facility to the
community.
High density housing is needed in Ames.
(7) The availability of alternative locations not subject to flooding for the
proposed use.
There are several other locations in Ames for which high density housing can be
built. This project is not needed to provide affordable housing in Ames.
(10) The safety of access to the property in times of flood for ordinary and
emergency vehicles.
This project does not improve access to the property in times of flood for ordinary
and emergency vehicles. The primary hindrance to emergency vehicles is flash
flood from 3rd St.and 4th St.This project does not address flash flood mitigation for
3rd St. and 4th St.
(12) Such other factors which are relevant to the purpose of the ordinance.
This facility will put additional pressure on emergency responders. Should a flash
flood from 3rd St. and 4th St. occur, a higher population will be at danger and will
require emergency services. Historically, flash flood at this facility has occurred
during times of extreme floods,when emergency services are needed broadly
around the city. From the perspective of suitability,this parcel of land is unsuitable
for high-density development because it creates risk to timely emergency services
elsewhere in the community.
