The Zoning Board of Adjustment may grant a Conditional Use Permit for an Alternate Method of Elevating a Residential Structure in the Floodway Fringe Overlay District, where topography, street grades, or other factors preclude elevating by fill. In such cases, the methods used must be adequate to support the structure as well as withstand the various forces and hazards associated with flooding. In order to facilitate review of this application for a Conditional Use Permit, the applicant shall submit evidence with the application to show why an alternate method of elevation is needed. Evidence shall also be submitted with this application to show that the proposed methods of elevation are adequate to support the structure as well as withstand the various forces and hazards associated with flooding. (Note: The applicant's answers to the questions that follow may be attached on a separate sheet if sufficient space is not provided.) 1. Evidence of the need for an alternate method of elevation. Please explain. The site is an odd shaped triangular parcel with limited area for building construction and parking. In order to maximize the use of the site and to improve the resistance of the site to floodwaters it is proposed to use a concrete wall in lieu of a steep grass bank. The concrete floodwall will be used as a footing for the building at 1210 S.4th. The building at 1216 will have the flood wall offset from the corner of the building. The concrete wall is superior in resistance to floodwaters than a grass bank. The building finish floors are at 899.0(NGVD 29)which is 4 feet higher than the 100 year flood elevation and 1 foot higher than required by the City of Ames ordinance. Access to the building is available in the front of the building for emergency vehicles access. Emergency access is not needed to the rear of the buildings. The method of protection is superior to a vegetated bank and increases the amount of buildable area. The lower area is in the floodway is used for parking in accordance with the City code. The project's fulfills the primary purpose of protecting the Riverside Manor nursing home from flood events by building structures that prevent floodwaters from reaching Riverside Manor and thereby forcing the evacuation of Riverside Manor. 5 Effective Date: April 1, 2014 2. Evidence to show that the proposed method of elevation is adequate to support the structure as well as withstand the various forces and hazards associated with flooding. Please explain. The foundation and floodwall has been designed by a registered Professional Engineer in the State of Iowa to withstand the effects of the floodwaters. A geotechnical investigation has been conducted on the site and criteria established for the placement of the structure on the site. Reference the attached plan and details of the floodwall/foundation. 6 Effective Date: April 1, 2014 Conditional Use Permit for an Alternate Method of Elevating a Residential Structure in the FloodwaY g Y Fringe Overlay District Site Plan Checklist The applicant shall submit a Site Plan, drawn to scale, that clearly shows the subject property for which the Conditional Use Permit is being sought. If a Major or Minor Site Development Plan was submitted as part of the development approval process for the subject property, then that Major or Minor Site Development Plan should also be submitted with the Conditional Use Permit application. The Site Plan shall include at a minimum the following information: 0 Description of the land on which the proposed work is to be done (i.e., lot, block, tract, street address, or similar description) that will readily identify and locate the work to be done El Identification of the use or occupancy for which the proposed work is intended I] The base flood elevation (BFE) El Elevation (in relation to National Geodetic Vertical Datum NGVD29) of the lowest floor (including basement) of buildings or of the level to which a building is to be flood-proofed ® For buildings being improved or rebuilt, the estimated cost of improvement and the market value of the building prior to the improvements © Such other information as the Administrator deems reasonably necessary for the purpose of this ordinance, including: ® Dimensioned property lines ® Abutting streets and alleys El Location and size of all existing and proposed buildings and structures (include distances to all property lines and distances between buildings and structures) 0 Required setbacks El Driveways and parking areas, fully-dimensioned El Other pertinent information necessary to fully understand the need for a Conditional Use Permit (e.g.: significant change in topography, location and size of mature trees, etc.) 7 Effective Date: April 1, 2014 Permission to Place a "Zoning Action Pending"Sign on Private Property (This form must be filled out completely before your application will be accepted.)
