HomeMy WebLinkAbout~Master - Approving the Placement of the Agility Course Equipment in Carr Park RESOLUTION NO. 21-556 RESOLUTION APPROVING THE PLACEMENT OF THE AGILITY COURSE EQUIPMENT IN CARR PARK FOR THE CITY OF AMES,IOWA WHEREAS, as part of the City's Capital Improvement Plan (CIP), Parks and Recreation replaces several pieces of playground equipment each year; and, WHEREAS, staff has been working on diversifying the types of equipment to be installed in the parks in order to provide a variety of offerings; and, WHEREAS,playground equipment in Inis Grove Park was up for replacement near Shagbark Shelter along with a new installation near Red Oak Shelter, and during this past CIP budget cycle, staff shared the idea of an agility course; and, WHEREAS, agility course equipment with a concrete base and rubberized surface cost approximately$265,000,and the total funding available for this project is$277,500($77,500 for Inis Grove playground replacement and $200,000 of General Fund Carryover); and, WHEREAS, there is also funding in the FY 2022/23 CIP for putting a new piece of playground equipment in Carr Park; and, WHEREAS, the Parks and Recreation Commission did not want to place any more destination amenities in Inis Grove Park due to the popularity of the Barnes Family Inclusive Playground and the Rotary Club of Ames Miracle Field; and, WHEREAS,the Commission asked staff to look for a different location,and by placing the agility course in Carr Park, the funding for the new equipment in Carr Park can be used for playground equipment in Inis Grove; and, WHEREAS, at the May 2021, Parks and Recreation Commission meeting, staff presented evaluation criteria for selecting a location for the equipment and the Commissioners approved the criteria; and, WHEREAS, the following criteria were used to review potential sites: Out of flood plain, fits with park philosophy,space available,relatively flat space,parking available,visible from road, safety, community/park equity, and accessibility; and, WHEREAS, at the September 2021, Parks and Recreation Commission meeting, staff presented a Report outlining potential sites for the equipment,the evaluation criteria used to review each potential site, feedback from two public input sessions, emails from neighbors, and how staff plans to address some of the concerns expressed by the neighborhood; and, WHEREAS, the City manages 38 parks and all of them were reviewed were reviewed at a high level as possible locations for the agility course and when the above criteria were used,staff had narrowed down the locations to:Brookside Park(east of Ioway Creek),Moore Memorial Park,Carr Park,Northridge Heights Park, Emma McCarthy Lee Park, and Tahira and Labh Hira Park; and, WHEREAS,at the October 2021,meeting the Commissioners recommended to City Council approval of the Agility Course Equipment to be added to Carr Park. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the placement of the Agility Course Equipment in Carr Park is hereby approved.
