HomeMy WebLinkAbout~Master - Memorandum of Understanding with Story County Regarding Cost-Sharing of the Temporary Traffic Signal at 190th Street and Hyde/Grant Avenue RESOLUTION NO. 21-490 RESOLUTION APPROVING MEMORANDUM OF UNDERSTANDING WITH STORY COUNTY REGARDING COST-SHARING OF THE TEMPORARY TRAFFIC SIGNAL AT 190TH STREET AND HYDE/GRANT AVENUE FOR THE CITY OF AMES,IOWA WHEREAS, on August 10, 2021, City Council directed staff to install a temporary traffic signal at the intersection of 190t' Street and Hyde/Grant Avenue; and, WHEREAS, this intersection is at the north corporate limits of the City of Ames and is currently served by stop signs on the north and south approaches only; and, WHEREAS,a traffic study is expected for this corridor in the next several years,which may result in a permanent change in the intersection control some time in the future; and, WHEREAS,at that same meeting,City Council requested that Story County cover the costs for one-half of the temporary signal project, and on August 17, 2021, the Story County Board of Supervisors considered the request and directed County staff to prepare a Memorandum of Understanding(MOU)with the City; and, WHEREAS,after consultation between City and County staff,a MOU has been drafted and was approved by the Story County Board of Supervisors on September 7, 2021; and, WHEREAS, the MOU provides for an equal share in the project's actual installation and rental costs;these estimated costs are$38,000(50%=$19,100)for the installation and$3,000/year for equipment rental (50% = $1,500); and, WHEREAS, the City would assume any liability related to the operation of the signal, but would also retain exclusive control over the maintenance and operation of the signal; and, WHEREAS, the MOU's term is for six years with an annual option to terminate the agreement upon a 30-day written notice by either the City or County; and, WHEREAS, there are a variety of occurrences that could allow the City to terminate the MOU and remove the signal; including replacement of the signal by a permanent improvement, equipment failure or other events that may render the signal inoperable or unsafe in the City's opinion; and, WHEREAS,once the MOU is approved by the City,staff will arrange for installation of the temporary signal; and, WHEREAS, it is expected to take less than a week to install the signal itself;however,staff recommends that there be one week of public notification before putting the signal into operation; and, WHEREAS,the public outreach will include message boards for east and westbound traffic along 190t' Street and notices through the City's website and social media accounts. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the Memorandum of Understanding with Story County regarding Cost-Sharing(costs,liability, operations) for the Temporary Traffic Signal at 190' Street and Hyde/Grant Avenue is hereby approved.
