This appeal will not be granted unless sufficient facts are presented in this application to justify the variance in light of the standards and to show that the granting of the variance relates to the intent and purposes of the Zoning Ordinance and the Land Use Policy Plan. Approval of the Variance by the Zoning Board of Adjustment in no way absolves the applicant from subsequently obtaining the necessary building permits or other permits from the City of Ames or from other applicable agencies. In order to facilitate review of this application for a Variance, the applicant must address each of the "Variance Standards" set forth in Section 29.1504(4) of the Zoning Ordinance, which are listed below. (Note: The applicant's explanation of how the request meets each standard may be attached on a separate sheet if sufficient space is not provided.) 1. Variance Standards. The Zoning Board of Adjustment shall review each application for the purpose of determining that the "Variance Standards" are satisfied. Pursuant to Iowa law, a variance shall be granted only if all of the following standards are satisfied: (a) The granting of the variance shall not be contrary to the public interest. Please present information to indicate that the Variance will not result in injury or endangerment to other property or persons, nor will it devalue nearby property. Explain how the request meets this standard. - e 6 - 11'eq . 5 Variance Supporting Information 1. (a) We have already been granted a variance to build a mini-storage system on this site. Due to personal health issues we were not able to pursue building our storage system at that time. During the delay we were exposed to new innovative ideas in the storage industry by attending seminars.We would like to bring several minor changes forward to clarify our proposal. We feel we definitely will not be devaluing nearby properties or what we are proposing will endanger any people. In fact due to some vandalism in the area we feel our proposal will not only improve the appearance it will add additional security due to the fact we are fencing our site and adding camera surveillance. Also our site is surrounded by apartment rentals and home rentals and a mini storage system located this close will be a great benefit and there is no other storage system in the north end of Ames. Requested revisit of our variance is because of some new ideas we have learned of in the past three years. • One innovative idea is smaller inside storage units. These are very popular in college communities due to the high density of apartments being rented. These smaller units are very popular in communities like Ames and Iowa City, whereas in smaller rural communities with the majority of people being homeowners,they may not work as well. • This led to exploring a change in the configuration of our units from three buildings all with drive-up outside doors to reducing our configuration to two buildings with both inside and outside doors. This also helps increase the financial feasibility of our site because this allows us to rent to more people which increases the number of people we can serve and increases the success rate of our facility. • The next change in our original variance was to place a KIOSK in our entry building instead of an onsite manager. We have included additional information about the kiosk which will further explain its advantages. • Storage system success is based on accessibility that was the reason for an onsite manager which we no longer need. Also because we have a very educated community we felt the incorporation of this automated system(only the second one in Iowa)was a good fit for the community. So this changed the configuration of our entry building. We want to reduce the size of our entry building to house the kiosk vs an apartment for a manager. Our original variance showed the entry building as an office with two bedrooms, living quarters, and a two car garage. Our kiosk office will be slightly smaller, and we will still have a two car garage to house our equipment. We feel this still fits the spirit of the original variance. Last point I want to address is the fencing. The original variance was approved with black aluminum ornate fencing. The security aspect of fencing is important to many customers. Fencing was not required when we applied for our original variance but we proposed it because we were looking for another additional advantage over competitor systems which do not offer fencing. We proposed a black ornate fencing,however I had not investigated the longevity of aluminum fencing at that time. My fence contractor has since educated me to long term maintenance problems of aluminum fencing. His suggestion to accommodate this site better is a six foot commercial black chain link fence. The color black definitely will enhance the appearance of our site. This will look appropriate and is used by residential homeowners. The fence with the proposed landscaping will secure our storage system from people just walking or driving through our site as they do now. I have included pictures of damaged ornate aluminum fencing north of the tracks between Clark and Kellogg. This fencing sits several feet from the pavement whereas on our site the fence will be right up against the concrete driveway on the county maintenance side. We will be plowing snow from our side and the fence will have no protection from the county maintenance side.This fence,downtown only has exposure from one side and yet you can see it has been damaged. One section appears to have been bent upwards to crawl under. We have provided pictures of the county yard which at times looks like a commercial construction site. We have been assured by our fence contractor that the commercial chain link fence will have a better chance of withstanding snow plow abuse and still provide us with a residential appearance. Unnecessary hardship exists when: (i) The land in question cannot yield a reasonable return if used only for a purpose allowed in the zone; To meet this standard, please show that all beneficial use and/or enjoyment of the property will be lost if the Variance is not granted. Supporting evidence from a professional appraiser, realtor, or other professional, may be necessary to support your appeal. The Site Plan shall be a reproducible, black line drawing on a sheet of paper no larger than 11"x17". One sign shall be posted for each public street frontage. Required signs shall be posted along the perimeter of the subject property in locations that are highly visible from adjacent public streets not less than seven (7) days prior to the meeting or hearing, unless otherwise prescribed by statute. The owner of property at y4&1AX hereby grants the City of Ames permission to place "Zoning Action Pending" signs on the property for the purpose of informing interested persons of the request for action by the City of Ames.
