4. Factual basis for the need for the accommodation:
The proposed use of this site is a new, fully accessible, 2-family dwelling unit. The
duplex home will be constructed through Habitat for Humanity of Central Iowa for two
individuals, both active community members, both quadriplegics. This specific site was
selected by its future residents based on location to downtown, access to CyRide, and a
desire to live in a neighborhood with character. The site itself is completely vacant of
any structure and has been stripped of all trees and landscaping. There is an asphalt
parking area to the front of the site (was once a drive/ parking area to previous
building) and also an asphalt and concrete parking area off of the alley, separated by a
5'-0"high wood fence. The grade is fairly flat with a slight slope down towards the south
west corner of the property. The requested accommodation is directly related to the
physical restraints of the future residents and their ability to independently live and
maintain their own home.

"Windows and doors, New Construction Area."
(a) New materials shall be compatible with the historic materials of the
particular architectural style in size, design, and texture.
(b) New construction shall be consistent with the architectural style.
(c) The windows and doors of new construction shall follow the rhythm and the
size and shape of windows and door openings found in the walls of similar
historic buildings.
(d) Horizontal windows, small windows, and modern picture windows shall not
be used when vertically oriented and larger windows are used on the historic
structure.
(e) Window trim elements shall be used in a manner similar to the architectural
styles or in a simplified contemporary version of this.
(f) Large areas of solid blank wall shall not be created on any highly visible
elevations in the historic district.
(g) The use of smoked, mirrored, or tinted glass is not permitted in the district.
(h) Expose metal frames shall be baked enamel or painted.
(iJ Combination aluminum, steel, or vinyl storms may be used as a substitute for
wood."

We are requesting the use of metal clad, wood casement windows with a center muntin
to give the simulated appearance of double hung windows. One resident has limited
hand use and would be able to open a casement window (crank) without help from
others, something not possible with double hung window. The desire of metal clad/
wood windows is two—fold. The simulated muntin feature has only been found on
metal clad and wood window types.
We are requesting that we meet the 20-30%solid/void ratio on the front facade only.
Habitat For Humanity Homes typically provide minimum windows to allow for decent,
safe and affordable homes. We have increased the number of windows in this home,
but still do not meet the minimum 20-30%solid void ratio on all faces. In fact, it is
difficult to meet the ratio without impacting how its Owners use the space, ultimately
affecting the accessibility of the home.
