HomeMy WebLinkAbout~Master - Awarding Contract for Transormer Oil Reconditioning and Repair RESOLUTION NO. 21-384 RESOLUTION AWARDING A CONTRACT FOR TRANSFORMER OIL RECONDITIONING AND REPAIR FOR THE CITY OF AMES,IOWA WHEREAS,this bid was for oil reconditioning and repair for a transformer for the Electric Services Department; and, WHEREAS,this work needs to be completed as oil testing has revealed that there is elevated moisture in the oil; and, WHEREAS, normally, an inhibitor is added to the transformer oil to keep moisture out; however, the testing revealed that the inhibitor is gone; and, WHEREAS, moisture in the transformer will lead to deterioration, which could lead to catastrophic failure; and, WHEREAS,there is also oil migrating between the main tank and the Load-Tap changer tank that needs to be addressed; and, WHEREAS,this project is time sensitive because the transformer is required to supply power to Unit#7 for start-up, and the Electric Department is striving to complete the Unit 8 start-up prior to the July 23, 2021, to meet MISO deadlines; and, WHEREAS, on June 11, 2021, a Request for Quotations (RFQ)was issued to 103 vendors for oil reconditioning and repair of the transformer; and, WHEREAS, on June 18, 2021, two bids were received and staff reviewed the bids and concluded that the apparent low bid submitted by Energy Solutions, was unacceptable; and, WHEREAS, the quote from Maxima included removing all the oil, reconditioning it, and pulling a vacuum to draw out all the moisture; and, WHEREAS,between FY 2020/21 available funding and FY 2021/22 budgeted funding for Electric Substation Maintenance equipment repair,there is$78,681 in total available funding for this project. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ames, Iowa, that the award of a Contract to Maxima, of Shawnee Mission, Kansas, for transformer oil reconditioning and repair in accordance with the bid in the amount of$56,335.50(inclusive of Iowa sales tax) is hereby approved.
