FACTS
The property at this address is a single story, single family detached home with a two car
attached garage. The property is located in a residential neighborhood in an "RL" (Residential
Low Density) zoning district. The applicant is seeking a Special Home Occupation Permit to
allow the operation of a beauty salon at this location. The beauty salon business is proposed to
be operated on Tuesdays, Thursdays, and Fridays from 11:00 a.m. to 7:00 p.m.; Wednesdays
from 4:00 p.m. to 7:00 p.m.; and Saturdays from 10:00 a.m. to 2:00 p.m., by appointment only,
The activity at this location will consist of a home beauty salon which will require only the
addition of a hair -washing sink, subject to obtaining a separate plumbing permit. No exterior
additions to the home are necessary. The proposed use will be conducted on the first floor of the
home. The applicant proposes to use 332 square feet of the house out of a total area of 2,760
square feet, or 12%, which is under the maximum code area of 25% permitted for a special home
occupation. A sign of one square foot is proposed as permitted for a special home occupation.
The homeowner is the only employee of the business. Visits to the home will be limited to
appointment only, but will not exceed ten (10) per day. The driveway allows for parking of two
vehicles side by side. There are no other home occupations at this location.
Staff presented evidence that the criteria for a Special Home Occupation Pen -nit as required in
section 29.1304(3) have been met. Staff noted that one phone call was received from a neighbor
who was concerned about clients parking on the street. The applicant indicated there is ample
off-street parking in her driveway. Staff also noted that the hours of operation cannot be
exceeded without another approval by the Board.
DECISION
The Board considers the standards applicable to Special Home Occupation Permits from the
provisions of the zoning ordinance. Having heard the evidence presented about this proposed
business, the Board finds that it meets the standards for the area to be used, signage, equipment,
and number of employees. Traffic and parking associated with outside employees is not
involved in this business, and client and delivery traffic should not negatively impact the
neighborhood. In light of the evidence presented and the findings in the staff report, the Board
determines that all the criteria for a Special Home Occupation Permit required by Ames
Municipal Code section 29.1304(3) have been met and the granting of this permit is appropriate.
